Comsat** Z*port: <br /> Community and Economic Development Committee <br /> to the COMM Council of the tits of 6out1 tub: <br /> The July 10, 1995 meeting of the Community and Economic Development <br /> Committee was called to order by its Chairperson, Council Member Roland Kelly at 4:05 <br /> P.M. in the Council informal meeting room. <br /> Persons in attendance included Council Members: Puzzello, Kelly, Slavinskas, <br /> Zakrzewski, Washington, Coleman,Luecke, Duda, and Ladewski; Doug Carpenter, John <br /> Byorni, Andy Nevin, Berry Adams, Bill Eagan, Mike Beitzinger, Gregory C. Mee, John <br /> Oxian,David Duvall,Tom Ford,Dave Rumbah, and Kathleen Cekanski-Farrand. <br /> Council Member Kelly noted that the first item on the agenda was was to review <br /> Resolution No. 95-50 which is a personal property tax abatement request for the property <br /> located at 3300 West Sample Street.Mr. Mike Beitzinger then reviewed the report from the <br /> Community and Economic Development Department dated June 20, 1995 which concluded <br /> that the petitioner meets the qualifications for a five year personal property tax abatement <br /> under section 2-84.2 of the South Bend Municipal Code (copy attached). Mr. Gregory C. <br /> Mee, the President of Emtech Corporation then made the presentation. He noted that he <br /> began in a garage in Mishawaka and has gone from 4 employees to 20 employees.With the <br /> assistance of the property tax abatement his company will continue to grow. <br /> Following discussion, Council Member Washington made a motion, seconded by <br /> Council Member Zakrzewski that Resolution No. 95-60 be recommended favorably to <br /> Council. The motion passed. <br /> The Committee then reviewed Resolution No. 95-61 which is a five year real <br /> property tax abatement request for the properties located at 1915, 1921, 1933, 1939, 2015, <br /> and 2009 North Olive Street. <br /> Mr. Mike Beitzinger reviewed the report dated June 28, 1995 from the Community <br /> and Economic Development Department(copy attached).He noted that in discussions with <br /> the Council Attorney that an amendment is required in order to separate the two companies <br /> and the properties involved. Accordingly, Substitute Resolution No. 95-61 was provided <br /> to the Council which specifically deleted 2009 and 2015 North Olive Street from <br /> consideration and also deleted Value Plus Construction Company from consideration. <br /> It was noted that this is the first of the residential distressed area tax abatement <br /> petitions which would qualify for a five year real property tax abatement. The homes <br /> involved would be approximately $60,000.00 each and would qualify under the provisions <br /> of Section 2-77.1 as further amended by Ordinance No. 8600-95. Mr. Berry Adams of the <br /> Greater South Bend Development Company made a further presentation. <br /> Council Member Luecke spoke in favor of the Substitute Resolution. He noted that <br /> the first two homes were built and have been a real contribution to the area. <br /> Following discussion, Council Member Zakrzewski made a motion, seconded by <br /> Council Member Washington that Substitute Resolution No. 95-61 be recommended <br /> favorably to Council.The motion passed. <br />
