•
COMM WU Z port:
Zoning and Annexation Committee
to tip: common (oltntt1 of the (ttg of i6outf)
The August 14, 1995 meeting of the Zoning and Annexation Committee was called
to order by its Chairperson, Council Member Lee Slavinskas at 3:45 P.M. in the Council
informal meeting room.
Persons in attendance included Council Members: Luecke, Kelly, Washington,
Slavinskas, Coleman, Duda, and Ladewski; Marco Mariani, Don Porter, and Kathleen
Cekanski-Farrand.
Council Member Slavinskas noted that there are 2 items on the agenda which would
be heard concurrently namely Resolution No. 95-65 and Bill No. 38-95. Mr. Mariani of
the Department of Community and Economic Development made the presentation on both
Bills. He noted that Resolution No. 95-65 is a Resolution which would adopt the written
physical plan and establish a policy for providing services to an annexed area in German
Township, more specifically the Lilac acres Fiscal Plan which he then summarized.
He also reviewed Bill No. 38-95 which is a voluntary annexation for land in
German Township which is approximately 10 acres. He noted that this is on the west side
of Lilac Road next to Cross Creek. The land is currently vacant and proposes to have 26
residential units built on it.
Council Member Coleman noted that the proposed value of the homes to be built is
in the range of$85,000.00 to $130,000.00. He noted that the City's ability to annex this
land into the City voluntary is because of its location to Cross Creek which has been in the
City since 1977.
Following discussion, Council Member Coleman made a motion, seconded by
Council Member Luecke that Resolution No. 95-65 and Bill No. 38-95 be recommended
favorably to Council.The motion passed.
Council Member Slavinskas noted under unfinished business that it is his
understanding that the legal department would be presenting an update on the adult
Business situation. He noted that he had spoken earlier with the Council Attorney and has
requested that an amendment be prepared in the zoning area to change the restriction of
Adult Businesses from 500 feet of a Residential Zoned District to include "and/or any
residential use". He stated that this would begin the process for continues discussion on
this topic.
Council Member Coleman noted that Ann Puzzello is currently working on a similar
concept. Council Member Washington stated that he has met with Ann and With Mr.
Sergeo and that they are working with Mr. Broden of the Legal Department. He stated that
all efforts should be worked in tandem.
