The accommodation requested requires the City to <br />review whether the request is reasonable and a genuine improvement over a disabled persons <br />options without the accommodation. The City does not believe it to be reasonable to create an <br />accommodation that requires you to put your life at risk by crossing the middle of a busy <br />Portage Avenue as well as a potential traffic infraction as well, especially if the applicant’s <br />ability to avoid danger by running or moving swiftly is also greatly impaired. <br /> <br />Therefore, the Board of Public Works reaffirms its determination that the parking pad <br />at the back of the property will provide better access than the high traffic access on Portage <br />Ave. <br /> <br />We do encourage you to contact the South Bend Human Rights Commission in order to <br />inquire about potential lighting improvements in which your landlord can institute which may <br />make the alley and adjacent parking pad better lit in the evening/night hours.
