Committee Ztport: <br /> Personnel and Finance Committee <br /> �0 tit Common QCountUY of tht eC{ty of South 3E40: <br /> The September 25, 1995 meeting of the Personnel and Finance Committee was <br /> called to order at 4:40 P.M. in the Council informal meeting room, by Committee <br /> Chairperson,Council Member Steve Luecke. <br /> Persons in attendance included Council Members: Kelly, Zakrzewski, Duda, <br /> Ladewski, Puzzello, Washington, and Luecke; Jeff Rinard, Kevin Horton, Don Porter, <br /> William Eagan, Cathy Hubbard Shed, and Kathleen Cekanski-Farrand. <br /> Council Member Luecke noted that at the last Committee meeting the Committee <br /> recommended the Football Hall of Fame bill, namely Bill No. 48-95 (Substitute Bill) <br /> favorable to the Common Council. <br /> Cathy Hubbard Shead then reviewed Bill No. 59-95 which would fix maximum <br /> salaries and wages for appointed officers and non-bargaining employees for calendar years <br /> 1996 through 1998 (copy attached). She noted that the majority of their positions are at a <br /> 3% increase with the $300.00 bonus which was given to the Teamsters being set aside in <br /> the Merit Bonus Fund. She then reviewed those positions which receive an increase greater <br /> then the 3% (marked by a check on the Bill). <br /> She further noted that the other monitory fringe benefits include reducing sick days <br /> from 8 to 6 all being paid personnel days however the City would allow 2 additional to be <br /> taken off however they would not be paid for.The City is hopeful that there would be more <br /> banking of paid days. <br /> Mr. Horton stated that he believes the overall package for the non-bargaining <br /> employees is reasonable. He also noted that the City Administration is desirous of picking <br /> up the parking cost if a City employee in the downtown area, however this would not be <br /> reflected in the salary increase.There are 52 people affected for a total cost of$22, 000.00. <br /> Council Members Duda and Luecke noted that this is a fairness issue. Mr. Horton also <br /> noted that the City is purchasing from Ameritech a Citywide voice mail system which will <br /> put everyone on a centralized system.Training for the program is October 4 and October 5 <br /> at a cost of$60, 000.00. <br /> Following discussion, Council Member Puzzello made a motion, seconded by <br /> Council Member Luecke that Bill No. 59-95 be recommended favorable to Council. The <br /> Council Attorney noted that the title should be amended on the floor since the Bill No. is <br /> incorrect and the Ordinance No. will not be given until passed by the Common Council. <br /> The Committee then reviewed Bill No. 56-95 which would appropriate monies for <br /> the 1996 fiscal year, Substitute Bill No. 57-95 which would appropriate monies from the <br /> Enterprise Funds, and Bill No. 58-95 which would levy taxes and fix the tax rate. Council <br /> Member Luecke noted that over the past four weeks the Committee has spent considerable <br /> time in Committee hearings,hearing City presentations on line item and performance based <br /> budget information.He commended the South Bend Controllers Office Department Heads <br /> and all those involved in the new budgetary process. Council Members Duda and Kelly <br /> commended the City Administration for the new concepts. <br />
