Committee sport:
Personnel and Finance Committee
t j* Common Council of the city of •outfj Situb:
The September 11, 1995 meeting of the Personnel and Finance Committee was
called to order by its Chairperson, Council Member Steve Luecke at 4:20 P.M. in the
Council informal meeting room.
Persons in attendance included Council Members: Kelly, Zakrzewski, Slavinskas,
Ladewski, Washington, Puzzello, Coleman, and Luecke; Jeff Rinard, Bill Eagen, Citizen
Member Cathy Roemer,Don Porter,Kevin Horton, and Kathleen Cekanski-Farrand.
Council Member Luecke noted that a letter had been received from the City
Controllers office requesting that Bill No. 48-95 addressing appropriations for the Football
Hall of Fame be continued until the meeting of September 25, 1995. Mr. Horton noted that
the Century Center Board of Managers met last Friday da and in light of various CIF ' g y g Hotel/Motel
taxes being utilized that additional time would be necessary for a complete report of all
sources of revenue to be prepared for the Football Hall of Fame. Liz Rowell is currently
working on the information and a continuance is necessary in order to complete it.
Council Member Coleman noted that he is on the Finance Committee for the
Cent ury Center Boar d o f
Managers. H e believes eves that a full and explanation complete is
P
necessary for both the appropriation and the budgetary process. Projected revenue sources
ICI
would also be a part of that overall program.
The Committee then reviewed Bill No. 50-95 which would make technical
corrections to Ordinance No. 8396-93 as amended by Ordinance No. 8540-94 addressing
salaries of non-bargaining employees of the City of South Bend. It was noted that this
Ordinance incorporates those positions formally in the South Bend Community
Corporation as well as the City's commitment to the Football Hall of Fame.
Council Member Slavinskas questioned the terminology of "The Exhibit
Technician" and was advised by Mr. Horton that this is a very technical position which
requires higher skills in equipment areas.
In response to a question raised by Council President Ladewski, it was noted that
the Golf Course Building Manager is a full-time position which was formally called a Golf
Pro.
Council Member Puzzello questioned whether the Senior Cashier was full-time and
was advised that it was. She noted concern with regard to the proposed salary of $14,
000.00. Mr. Horton noted that the salary is market driven and equals approximately $7.00
per hour.
Council Member Zakrzewski questioned the responsibilities of the Director of
Collections and it was noted by Mr. Horton that this person would oversee the integrity of
all of the displays in the Football Hall of Fame. It was noted that the Collections Assistant
is not currently filled and that some of the other positions are not currently filled.
•
