£ommfttut A.tport: <br /> Joint Committee of the Health and Public Safety and Personnel and Finance Committees <br /> go the tommOtt touttttl of the City of §outb ttar: <br /> The January 9, 1995 meeting of the Health and Public Safety Committee and the <br /> Personnel Finance Committee was called to order by Council Member Steve Luecke at <br /> 4:20 P.M.in the Council informal meeting room. <br /> Persons in attendance included Council Members: Puzzello, Kelly, Slavinskas, <br /> Zakrzewski,Washington, Coleman,Luecke, Duda, and Ladewski; Chief Ron Marciniak, <br /> Jenny Pitts Manier, John Oxian, Sergeant Jeff Korros, Tom Bodnar, Sergeant Chapman, <br /> Don Porter,and Kathleen Cekanski-Farrand. <br /> The first item on the agenda was to review Bill No. 125-94 which would amend <br /> Section 2-125 of the South Bend Municipal Code addressing benefits for survivors of <br /> Police Officers and Fire Fighters. <br /> Chief Marciniak noted that this issue was brought to his attention approximately 8 <br /> to 10 months ago. It attempts to establish benefits for children who are disabled either <br /> mentally or physically of deceased Police Officers and their widows. He noted that the <br /> proposed Ordinance would bring the benefits to 40% which is similar to the Fire <br /> Department which is established by state law. Sergeant Korros stated that it is an attempt to <br /> equalize both departments. Mr. Bodnar noted that both funds would be equalized so that <br /> there would be an equalization of funds and benefits for both departments. <br /> Following discussion Council Member Coleman made a motion, seconded by <br /> Council Member Slavinskas of the Personnel and Finance Committee that Bill No. 125-94 <br /> be recommended favorably to Council. The motion passed. Council Member Slavinskas <br /> then made a motion, seconded by Council Member Puzzello of the Health and Public <br /> Safety Committee that Bill No. 125-94 be recommended favorably to Council. The motion <br /> passed. <br /> The Committee then reviewed Bill No. 126-94 which would amend the Monetary <br /> Fringe and Salary Ordinance for the Fire Fighters for calender years 1995 and 1996. Mr. <br /> Bodnar made the presentation.He stated that the confined space specialty pay and program <br /> had been developed over the past year. The Ordinance would set forth the agreements <br /> reached by all parties in this area which took place after the formal wage negotiations. <br /> The Council Attorney noted that an amendment was necessary in light of the fact <br /> that Hazmat pay was paid for calender year 1994. She suggested that paragraph 4 be <br /> included in Section 1 however that the years 1995 and 1996 and the relative amounts below <br /> them be deleted. She further suggested that an effective date be made reto-active to January <br /> 1, 1995. <br /> Following discussion, Council Member Coleman made a motion, seconded by <br /> Council Member Puzzello of the Personnel and Finance Committee that amended Bill No. <br /> 126-94 be recommended favorably to Council .The motion passed. Council Member Kelly <br /> made a motion, seconded by Council Member Slavinskas of the Health and Public Safety <br /> Committee that amended Bill No. 126-94 be recommended favorably to Council. The <br /> motion passed. <br />
