Bill No. 22-43 <br /> RESOLUTION NO.4977-22 <br /> A RESOLUTION OF THE COMMON COUNCIL <br /> OF THE CITY OF SOUTH BEND,INDIANA, <br /> APPROVING AND ADOPTING THE KENNEDY PARK NEIGHBORHOOD PLAN <br /> WHEREAS,the City of South Bend, Indiana,recognizes the need to improve and revitalize the <br /> Kennedy Park neighborhood through strategic planning; and <br /> WHEREAS, in 2006, City Plan,the Comprehensive Plan for South Bend, was adopted by the <br /> Area Plan Commission of South Bend-St. Joseph County and the Common Council of the City of South <br /> Bend pursuant to the provisions of Indiana Code 36-7-4-500 et. seq. as a statement of policy for the land <br /> use development of the jurisdiction; and <br /> WHEREAS, Policy LU 1.1 of City Plan is to"pursue the development of area-specific plans <br /> with broad community involvement"to provide strategic direction in the future growth and development <br /> of that area, and to achieve the City Plan Goal"to encourage sustainable growth that preserves and <br /> enhances the character of South Bend and ensures compatibility of land uses in the community"; and <br /> WHEREAS,the City of South Bend, has undertaken the responsibility to prepare a plan for the <br /> Kennedy Park Neighborhood; and <br /> WHEREAS, the Kennedy Park Neighborhood Plan is a strategic revitalization plan that was <br /> created with input from a variety of stakeholders, including residents and property owners, and area <br /> stakeholders and other organizations; and <br /> WHEREAS,the Kennedy Park Neighborhood Plan contains revitalization strategies, detailed <br /> land use and zoning plans for the development of the area, and a strategic implementation matrix, all with <br /> public and private sector investment opportunities; and <br /> WHEREAS, the South Bend Plan Commission has approved the Kennedy Park Neighborhood <br /> Plan by resolution,has certified it to Common Council of the City of South Bend, and has provided it <br /> with a favorable recommendation; and <br /> WHEREAS,the Common Council of the City of South Bend, Indiana has the authority to amend <br /> a comprehensive plan if it finds the content to be appropriate and in the best interests of the community; <br /> and <br /> • WHEREAS, the Kennedy Park Neighborhood Plan, which is attached hereto and incorporated <br /> herein, contains all the elements necessary to strategically guide development in its specific area and is <br /> appropriate and in the best interest of South Bend and its citizens. <br /> NOW,THEREFORE,BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF <br /> SOUTH BEND, INDIANA AS FOLLOWS: <br /> SECTION I: The Kennedy Park Neighborhood Plan, a true and complete copy of which is <br /> attached hereto and incorporated herein, shall be and hereby is approved. <br /> SECTION II: The adoption of the Kennedy Park Neighborhood Plan amends City Plan,the <br /> Comprehensive Plan for South Bend,by providing further direction for the area of land within the <br /> boundaries of the Kennedy Park Neighborhood Plan. <br /> SECTION III: That this Resolution shall be in full force and effect from and after its adoption <br /> by the Common Council. <br /> • <br /> 31/164(At C< J`'(CGS,SharoncBde,'ri Council President <br /> South Bend Common Council <br />
