<br /> A SPECIAL RESOLUTION OF THE COMMON COUNCIL
<br /> OF THE CITY OF SOUTH BEND, INDIANA COMMEMORATING AND
<br /> CELEBRATING THE LIFE AND PUBLIC SERVICE OF CONGRESSWOMAN JACKIE R.
<br /> WALORSKI
<br /> Whereas, Congresswoman Jackie Walorski was a native daughter of the City of South Bend, who was
<br /> born on August 17, 1963, raised in the Gilmore Park neighborhood, and attended Hay Elementary School and
<br /> Riley High School; and
<br /> Whereas, Jackie returned to South Bend after attending school at Liberty Baptist College and Taylor
<br /> University to begin her life's work in public service as a television reporter; and
<br /> Whereas,Jackie continued her career as the executive director of the St. Joseph County Humane
<br /> Society, director of advancement at Ancilla College, director of membership at the St. Joseph Chamber of
<br /> Commerce and director of annual giving at the University of South Bend; and
<br /> Whereas, Jackie's service to others took a dramatic and focused turn in 2000 when she and her
<br /> husband, Dean Swihart, moved to Romania and founded Impact International, a foundation to provide medical
<br /> supplies and attention to children in need and where she performed Christian missionary work; and
<br /> Whereas, Jackie's service in Romania resulted in being awarded the honor of Commander of the Order
<br /> of the Star of Romania, Romania's civil order awarded by the President of Romania; and
<br /> Whereas,Jackie returned to Indiana in 2004 to be with her father as his health declined and became a
<br /> member of SouthGate Church, in South Bend; and
<br /> Whereas,Jackie was elected to the Indiana House of Representatives in 2004 where she served her fellow
<br /> Hoosiers until November 2010; and
<br /> Whereas,Jackie became Congresswoman Walorski in January 2013 when she began representing
<br /> Hoosiers in the United States House of Representatives where she served as the Ranking Member of the House
<br /> Ethics Committee; and
<br /> Whereas, Congresswoman Walorski, along with her communications director, Emma Thomson, her
<br /> district director and St Joseph County Republican Chairman Zach Potts and another motorist, Edith Schmucker,
<br /> tragically died in an automobile accident on August 3, 2022; and
<br /> Whereas,the outpouring of grief for Congresswoman Walorski came from those who knew her, along
<br /> with those who knew of her, and included co-workers, politicians, constituents, veterans, family, and friends
<br /> with common themes such as service, passion, dedication, determination, caring and hardworking; and
<br /> Whereas, "statesman" is defined in part as "a wise, skillful, and respected political leader;" and
<br /> Whereas,through her local, national, and international public service, there was never a doubt that she
<br /> represented her district, her State, and her country with the zeal of a statesman.
<br /> Now, Therefore, be it resolved, by the Common Council of the City of South Bend, Indiana, as
<br /> follows:
<br /> Section I. The South Bend Common Council offers its sincere condolences to Dean Swihart, Jackie's
<br /> husband of twenty-seven years, her mother, Martha, her brothers, David and Keith, and all other family
<br /> members and friends.
<br /> Section II. The Common Council, along with Jackie's constituents, mourns the loss of a true statesman.
<br /> Section III. Thank you for your life of public service.
