PUBLIC SAFETY COMMITTEE <br /> The January 10, 1994 meeting of the Public Safety Committee <br /> was called to order by its Chairperson, Council Member <br /> Eugene Ladewski at 4 : 30 p.m. in the Council Informal Meeting <br /> Room. <br /> Persons in attendance included Council Members: Luecke, <br /> Washington, Kelly, Puzzello, Slavinskas, Zakrzewski, <br /> Coleman, Duda, and Ladewski, Kathy Dempsey, John Broden, Ann <br /> Kolata, Don Porter, and Kathleen Cekanski-Farrand. <br /> The first item on the agenda was to review Bill No. 121-93 <br /> which authorizes inspectors with the Department of Code <br /> Enforcement, who have a special commissions to enforce <br /> Chapter 20 of the South Bend Municipal Code addressing <br /> "Vehicles and Traffic. " <br /> Kathy Dempsey made the presentation. She stated that the <br /> overall effect of the Bill would allow inspectors of Code <br /> Enforcement have been properly issued a special commission <br /> to issue parking citations for violations of Section 20-105 <br /> regarding traffic regulations during snow removeable <br /> conditions (emergencies) . <br /> She noted currently there are seven (7) inspectors who, if <br /> the Ordinance is passed, would submit for a special <br /> commission. The would work closely with the South Bend <br /> Police Department under Captain Blume. She noted that <br /> Captain Blume has proposed training which would be very <br /> sensitive and address the specifics of snow emergency <br /> situations. <br /> In response to a questioned raised by Council Member <br /> Ladweski, it was noted that the City attempts to locate the <br /> owner of the vehicle before a tag is issued. The City must <br /> then wait 72 hours under State Law. She also noted that the <br /> inspectors would have picture identification cards. Council <br /> Member Puzzello spoke in favor of the proposed Bill , and <br /> noted that often times it is a necessary hardship on vehicle <br /> owners especially when there are multiple vehicles involved. <br /> In response to a questioned raised by Council Member <br /> Washington, it was noted that the effect of this Ordinance <br /> would be greater then just issuing tickets for snow <br /> emergencies and that it would empower enforcement authority <br /> for all of Chapter 20. <br /> Kathy Dempsey, however stated that the City anticipates <br /> utilizing the inspectors only during declared snow <br /> emergencies.
