Committee Ztport
Public Works and Property Vacation Committee
o the Common Council of the tttp of f'ioutfj 3I to :
The December 19, 1994, meeting of the Public Works and Property Vacation
Committee was called to order by its Chairperson, Council Member Steve Luecke at 4:10
P.M. in the Council informal meeting room.
Persons in attendance included Council Members: Luecke, Washington, Kelly,
Puzzello, Slavinskas, Zakrzewski, Coleman, Duda, and Ladewski; Ann Kolata, Jenny
Pitts-Manier, Chief Ron Marciniak, Don Fozo, Don Porter, and Kathleen Cekanski-
Farrand.
Council Member Luecke noted that the first item on the agenda was to review
Substitute Bill No. 120-94, which is a petition to vacate certain right-of-way in the area for
the proposed St Joseph County Juvenile Detention Center.
Ann Kolata made the presentation and provided a copy of the substitute Bill and a
copy of the substitute Petition(copies attached) to the committee.
It was noted that the Board of Public Works sent a favorable recommendation (copy
attached).
Following further review, Council Member Duda made a motion, seconded by
Council Member Washington, that substitute Bill No. 120-94 be recommended favorably
to Council. The motion passed.
The Committee then reviewed Bill No. 122-94, which would amend Chapter 6 of
the South Bend Municipal Code ,entitled "Building".
Mr. Don Fozo made the presentation. He noted that it is a housekeeping measure
which does several things. More specifically,it unifies the licensing fees, it will require the
registration of plumbing contractors, and it will make numerous miscellaneous adjustments
which reflect actual costs incurred. Mr. Fozo noted that the State of Indiana no longer
provides a list of licensed plumbers; therefore, further regulation by the City and County is
necessary. He noted that all reinspections will be at$25.00, and that the testing fee will be
raised from $40.00 to $50.00. He also noted that his department will accept the passing
rate set by the professional testing companies and organizations since they vary from
company to company.
He also noted that a new provision entitled "Inactive License" for electricians will
be added to Sec. 6-23.
Following further discussion, Council Member Duda made a motion, seconded by
Council Member Ladewski, that Bill No. 122-94 be recommended favorably to Council.
The motion passed.
