atommittss Z*port: <br /> Zoning and Annexation Committee <br /> 10 Os Common Couiutil of the City of 6outtj $ntb: <br /> The September 26, 1994 meeting of the Zoning and Annexation Committee was <br /> called to order by its Chairperson, Council Member Lee Slavinskas at 3:30 p.m. in the <br /> Council informal meeting room. <br /> Persons in attendance included Council Members Luecke, Kelly, Puzzello, <br /> Washington, Duda, Slavinskas, Coleman, Zakrzewski, and Ladewski; John Byorni, <br /> Richard Morgan, two Representatives from Mathews-Purucker-Anella; Don Porter and <br /> Kathleen Cekanski-Farrand. <br /> Council Member Slavinskas noted that the first item on the agenda was to review <br /> substitute Bill No. 70-94 which would amend Chapter 21 of the South Bend Municipal <br /> Code by addressing the topic of Recycling Drop Off Centers. <br /> Mr. John Byorni of the Area Plan staff noted that this is a revised version of the Bill <br /> originally proposed to the Council. He noted that he had met with Council Member <br /> Slavinskas, the Council Attorney, Council President Puzzello, and members of the staff to <br /> address the concerns previously raised by the Council.He then reviewed the changes. <br /> Council Member Slavinskas and Council Member Duda spoke in favor of the Bill. <br /> Following discussion Council Member Duda made a motion, seconded by Council Member <br /> Washington, that substitute Bill No. 70-94 be recommended favorably to Council. The <br /> motion passed. <br /> The Committee then reviewed Bill No. 88-94 which would amend Chapter 4, <br /> Article 3, Sec. 4-17 and create new Sec.4-47 entitled "Recycling Drop Off Centers". <br /> Council Member Slavinskas, the sponsor of the Bill made the presentation. He noted that <br /> this is a companion Bill drafted by the Council Attorney to compliment substitute Bill No. <br /> 70-94. It would provide a check and balance through the permit process for Recycling <br /> Drop Off Centers. Council Member Luecke asked several questions with regard to the <br /> proposed Bill. <br /> Following discussion, Council Member Duda made a motion, seconded by Council <br /> Member Washington that Bill No. 88-94 be recommended favorably to Council. The <br /> motion passed. <br /> The Committee then reviewed substitute Bill No.81-94 which is a rezoning request <br /> for the property located at 1809 and 1815 East Ireland Road.Mr. John Byorni noted that it <br /> received a favorable recommendation from both the staff and the commission with no <br /> remonstrance. <br /> Mr. Richard Morgan, the attorney for the petitioner, Memorial Hospital, made the <br /> presentation. He introduced two staff members from Mathews-Purucker-Anella Architect. <br /> He noted that the rezoning is necessary to allow Memorial Hospital to have the facility for <br /> six doctors. It will have the capacity to increase to a total of ten doctors. There are mature <br /> trees on the property which will stay. <br />
