(ommitUs Z*port: <br /> Zoning and Vacation Committee <br /> go tbt Common toltntil of t t tits of 0outt lamb: <br /> The September 12, 1994 meeting of the Zoning and Vacation Committee was called <br /> to order by its Vice Chairperson, Council Member Cleo Washington at 4:17 P.M. in the <br /> Council informal meeting room. <br /> Persons in attendance included Council Members: Luecke, Washington, Kelly, <br /> Puzzello, Zakrzewski, Coleman, Duda, and Ladewski; John Byorni, John McNamara, <br /> William Eagan,Terry Bland,Mike Dansch,and Kathleen Cekanski-Farrand. <br /> The first item on the agenda was to review Bill No.71-94 which is a zoning request <br /> for the property located at 410 South Street. Mr. Byorni noted the the Bill is sent to the <br /> Council with a favorable recommendation from the staff and the Area Plan Commission. <br /> Mr.John McNamara made the presentation.He indicated that the rezoning is necessary for <br /> the building of a two story home by Habitat for Humanity. In response to a question raised <br /> by Council Member Luecke,it was noted that the proper BZA provisions regarding parking <br /> have taken place and that those items addressed by the Department of Economic <br /> Development have also been addressed. <br /> In response to a question raised by Council Member Ladewski, Mr. McNamara <br /> noted that such homes are typically 2/3 of the regular cost and that monthly payments on <br /> interest free loans to Habitat range between $250.00 to $270.00 per month. Habitat g $ ab tat for <br /> p <br /> Humanity built five homes in 1993, 3 this year and overall there a r e <br /> between 12 to 14 <br /> Habitat homes in St.Joseph County. Next year they are looking at the Rum Village area. <br /> Following further discussion, Council Member Duda made a motion, seconded by <br /> Council Member Zakrzewski, that Bill No. 71-94 be recommended favorably to Council. <br /> The motion passed. <br /> The Committee then reviewed Bill No. 72-94 which is a rezoning request for the <br /> property located at 1359 Pyle Ave. Mr. Byorni noted that the staff and the Area Plan <br /> Commission send a favorable recommendation to the Council. <br /> The proposed"0"office district is requested on behalf of the Law Firm of Zappia, <br /> Flagella, and Zappia according to Mr. Mike Danch. The land is currently vacant with this <br /> being the site of where a home was destroyed due to an explosion. A one story brick <br /> building is proposed at an approximate cost of $200,000.00 for 3 attorneys and 1 staff <br /> person. Council President Puzzello voiced concern with regard to the "0" office use. <br /> Council Member Coleman noted however that the proposed building would front Edison <br /> and other commercial uses. Council Member Duda suggested that Edison Street be <br /> requested as an address instead of Pyle Ave. Council Member er Ladewski voiced concern <br /> over left turns onto Edison. Council Member Zakrzewski stated that he would like to hear <br /> from the residents this evening before making a formal recommendation. <br /> Upon further discussion, Council Member Zakrzewski made a motion, seconded <br /> by Council Member Duda that Bill No. 72-94 be sent to Council without recommendation. <br /> The motion passed. <br /> • <br />
