Committee *4port: <br /> Zoning and Annexation Committee <br /> -Co the Common tountil of the Qttty of §outb limb: <br /> The July 11, 1994, meeting of the Zoning and Annexation committee was call to <br /> order by its Chairperson, Council Member Lee Slavinskas at 3:40 P.M. in the informal <br /> meeting room. <br /> Persons in attendance included Council members: Luecke, Washington, Kelly, <br /> Puzzello, Slavinskas, Zakrzewski, Coleman, Duda, and Ladewski; Scott Kubler, John <br /> Broden,Don Porter,and Kathleen Cekanski-Farrand. <br /> Council Member Slavinskas noted that the first item on the agenda was to review <br /> Bill No. 50-94 which is a zoning request for the property located at 802 thru 810 <br /> Lincolnway West. <br /> Scott Kubler noted that the Area Plan Commission held a public hearing on July 5, <br /> 1994, and sends the proposed rezoning with a favorable recommendation. <br /> Mr. Steve Luecke made the presentation. He stated that the zone request is being <br /> made to allow the construction of a Youth Center. The total site to be rezoned is 53,874 sq. <br /> ft. with the buildings occupying 22% of the site,parking and drives occupying 70% of the <br /> site, and open space being 8% of the site.He stated that the project would allow additional <br /> parking, landscaping, and a pre-school play lot. Recently additional property was located <br /> near the old Werntz Hardware building. The "C"commercial zoning would allow South <br /> Bend Heritage Foundation to obtain their goal of providing additional outreach to youth in <br /> the city. <br /> Mr. Luecke also noted that prior to the passing of Mr. Charles Martin, he gave <br /> permission that his name could be used with regard to the Youth Center. A brochure(copy <br /> attached) giving further information on the" Colfax Culture Center" was provided (copy <br /> attached). <br /> Following further discussion, Council Member Washington made a motion, <br /> seconded by Council Member Duda, that Bill No. 50-94 be recommended favorably to <br /> Council. The motion passed. <br /> The Committee than reviewed Bill No. 58-94 which would amend Chapter 21 of <br /> the South Bend Municipal Code. Mr. Scott Kubler made the presentation.He noted that <br /> this was an Area Plan annotated ordinance and was a substitute version. He than reviewed <br /> each of the major proposed changes which incorporate requiring surface parking to be <br /> paved, screening regarding loading areas, and accessory buildings. <br /> Much discussion took place with regard to proposed section 7 with Council <br /> Members Slavinskas, Coleman, Puzzelo, and Zakrzewski voicing concern. Council <br /> Member Zakrzewski also voiced concern with regard to proposed parking restrictions. <br /> After discussion, and at the request of Council Member Zakrzewski, Council <br /> Member Washington made a motion, seconded by Council Member Duda, that substitute <br /> Bill No. 58-94 be continued until the meeting July 25, 1994. The motion passed. <br />
