<br /> <br /> <br />INTER-OFFICE MEMORANDUM <br /> <br /> DEPARTMENT OF PUBLIC WORKS <br /> DIVISION OF ENGINEERING <br /> <br /> <br />TO: Theresa Heffner, Clerk, Board of Public Works <br />FROM: Finn Cavanaugh, Project Engineer, Division of Engineering <br />SUBJECT: Award Memo 122-053 Beck’s Lake LaSalle Park EPA Master Plan <br />DATE: August 15, 2022 <br /> <br />The following change order proposal comprises two separate project change requests. <br /> <br />First, Following the award of the project and preliminary staking it was brought to Engineering’s <br />attention that a calculation error was made in the consultant’s design which resulted in substantial <br />overcounting of quantities in lines 10 and 13 of the bid tabulation. As a result the awarded contract <br />had more quantity of work for these lines that would actually be required by the project. <br /> <br />The bid documents included quantities of 12,705 CYS for COMMON EXCAVATION, and 20,395 <br />CYS for BORROW. The corrected quantities are 1,950 CYS and 12,995 CYS, respectively. <br /> <br />The design engineer conducted a theoretical recalculation of the submitted bids following this <br />discovery and found that holding bid unit prices equal, the low bidder would not have changed had <br />this error been found and corrected as part of the bid process. <br /> <br />Per review by the City Engineer and the Legal Department in reference to Indiana Code, these <br />changes constitute a large enough proportion of the overall project to trigger renegotiation of unit <br />prices for the affected line items. Engineering and HRP Construction discussed and came to <br />agreement on adjusted unit prices. These proposed unit price revisions take into account overall <br />constructability of the project, meaning that diminished quantities of work result in increased cost <br />per unit to do the work. The summary table of revised quantities and unit prices is attached. <br />Representatives from Honeywell Inc., as cost-sharing partner, reviewed and approved the proposal. <br /> <br />The second project change request is related to a time-sensitive request received from <br />neighborhood organizers to adjust protective fencing placed around excavated tree stumps. <br />Following tree removal and stump grinding it was necessary to close off a small perimeter around <br />each tree with security fencing. Following complaints from neighborhood organizers planning the <br />LaSalle Park Neighborhood Reunion about the tall security fencing being an eyesore on the park, <br />Engineering requested HRP to quickly mobilize to the site and replace select fencing areas with <br />shorter and less-obtrusive black geogrid barriers. An additional line item was added to the project <br />for this work as demonstrated in the attached summary. <br /> <br />The overall change to the contract is a reduction of $477,961.05, for a new contract total of <br />$1,720,983.95.
