Committee Report <br /> Rules Committee <br /> To the Common Council of the City of South Bend <br /> The February 14, 1994 meeting of the Council Rules Committee <br /> was called to order by Council President Ann Puzzello at <br /> 3 : 35 p.m. in the Council Informal Meeting room. <br /> Persons in attendance included Council Members Luecke, <br /> Washington Kelly, Puzzello, Slavinskas, Coleman , Duda, and <br /> Ladewski; Irene Gammon, Jo Ann Harper, William Eagen, Joyce <br /> Boyler, Ann Brunnell, John Broden, Don Porter, and Kathleen <br /> Cekanski-Farrand. <br /> Council Member Puzzello noted that the purpose of the <br /> meeting was to; review Bill No. 5-94 which would make changes <br /> to Chapter 2 of the South Bend Municipal Code. <br /> She noted that there were five (5) basic changes being <br /> recommended t? the Council. The first was in Section 2-3 <br /> which would change the organizational meeting time from noon <br /> to 7 : 00 p.m. The second change was in Section 2-9 of the <br /> Code which would require, when possible, the Chairperson of <br /> the Standing Committee having jurisdiction over the subject <br /> matter of purposed legislation to sign in that purposed <br /> Ordinance. The third change was to Section 2-10 which would <br /> require the City Clerk's Office to send notice along with <br /> copies of purposed legislation to citizen members. The next <br /> change was to Section 2-10 which would change the titles of <br /> various Standing Committees of the Common Council to better <br /> reflect there duties. The last change was to enact new <br /> Section 2-58 which would require annual notification of all <br /> Board and Commission Members of their memberships, date of <br /> appointment, dates and times of their regular meetings. <br /> Council Member Luecke suggested that the Human Resources and <br /> Economic Development Committee be changed to be called the <br /> "Community and Economic Development Committee" . Council <br /> Member Slavinskas made a motion to that effect, seconded by <br /> Council Member Washington, and the motion passed. <br /> Following further discussion, Council Member Slavinskas made <br /> a motion to change the meeting time from 7: 00 p.m. to 5: 00 <br /> p.m. and to change the word "legislation" and to "Bills" in <br /> Section 2-10 (c) the motion was seconded by Council Member <br /> Washington. The City Clerk voiced concern over sending <br /> copies to the citizen members. The motion passed. <br /> Council Member Duda noted that notification to citizen <br /> members is critical, however she suggested that they pick up <br /> their packets since Council Members are required to do so. <br />
