TEAM PROJECT APPROACH RELEVANT EXPERIENCE 6FIRM OVERVIEWCITY OF SOUTH BEND | CE Services for Coal Line Trail Phase IIB (Des # 2200199) <br />Project Understanding <br />This project will involve the construction of a new trail over St. Joseph River from <br />Riverside Drive to North Shore Drive. The intent of this project is to convert an <br />existing abandoned railroad, Coal Line Trail Bridge, into a multi-use path. This <br />project is one section of a multiple phase project connecting and expanding <br />the trail system in South Bend. This specific phase will rehabilitate Coal Line Trail <br />Bridge, creating a new path/trail which will ultimately connect a prior section of <br />Coal Line Trail to an existing trail segment, Riverside Trail. Also, as a part of this <br />project, a new plaza will be built on the West Bank at the trail connection point. <br />This project will include a variety of site amenities including, but not limited to, <br />lighting and benches. <br />Upon performing a field visit of the proposed project location, several <br />construction considerations come into play. These vital components include <br />tree clearing, maintaining access to the adjacent neighborhood off of North <br />Shore Drive, and performing work over St. Joseph River. Performing construction <br />activities over a jurisdictional waterway requires attention to detail when <br />considering the potential for contamination due to construction activities. With <br />HWC staff having several personnel with level 1 stormwater certifications, as well <br />as our Deputy Director of Inspection having a level 2 CESSWI certification, we <br />are well equipped to assure that proper actions are taken to protect St. Joseph <br />River. <br />Our staff has also performed oversight of several past projects throughout <br />Indiana which involved the conversion of inactive railroad crossings into multi-use <br />paths, another of which was located in La Porte District. Our project experience <br />is in both asphalt and concrete trail components, as well as several connecting <br />elements such as ADA ramps, sidewalks, trail head areas, and a variety of site <br />amenities such as lighting, benches, and decorative bike racks. Regardless of <br />the components to be included in this project, our staff is knowledgeable and <br />experienced to deliver a successful trail for the City of South Bend. <br />HWC’s project approach is focused on continuing to grow the confidence the City of South Bend <br />has in our firm by completing another path project on time and within budget. Our firm’s attention <br />to detail and level of understanding in the area of path construction will seamlessly help guide this <br />project to a successful finish. HWC also has a comprehensive understanding of maintenance of <br />traffic needs and implementation.
