Qtommttt. u UUport <br /> HEALTH AND PUBLIC SAFETY COMMITTEE <br /> "Co the Common Qtoutuil of the ettg of §out. *1ttf: <br /> The April 11, 1994 meeting of the Health and Public Safety Committee was called <br /> to order by its chairperson Councilmember Eugene Ladewski at 3:30 p.m. in the <br /> Council Informal Meeting Room. <br /> Persons in attendance included Councilmembers Luecke, Washington, Kelly, <br /> Puzzello, Slavinskas, Coleman, Duda, and Ladewski; Mayor Kernan, Fire Chief <br /> Luther Taylor, Jeff Rinard, Rick Switalski, Kevin Horton, Kathy Dempsey, Don <br /> Porter, and Kathleen Cekanski-Farrand. <br /> The first item on the agenda was Bill No. 31-94 which would amend Sections 5-1 <br /> and 5-49 addressing "Animals and Foul". <br /> Mayor Kernan and the council attorney noted that this is a housekeeping Bill to <br /> make corrections to the Bill passed in February. In light of Kathy Dempsey not <br /> being present the formal presentation was continued. <br /> The Committee then reviewed Bill No. 34-94 which would incorporate <br /> $215,750.00 from the EMS fund for the purchase of fire equipment. Chief Luther <br /> Taylor made the presentation. He noted that the lease purchase payment for the <br /> medic unit is for an ambulance which is to be put in service next two (2)to three (3) <br /> weeks. The$14,500.00 is a semi-annual payment on a four(4) year lease. <br /> Chief Taylor noted that confined space equipment for$35,000.00 is the first phase <br /> of that program which should be in place by late July or early August. The OSHA <br /> turnout gear for$64,500.00 is for boots, helmets, and gloves which will then meet <br /> OSHA regulations. He noted that the helmets would be lighter and that this would <br /> be a departmental replacement. <br /> Assistant Chief Rick Switalski then demonstrated the Personnel Alert Safety <br /> System "PASS". He noted that this is a OSHA recommendation. He then <br /> demonstrated the unit. It provides a cherping noise which monitors both heat and <br /> motion. If a firefighter is motionless for twenty (20) seconds a cherping sound <br /> would begin giving out a much louder sound so that the firefighter could be found <br /> quickly and checked. The department plans to purchase seventy (70) at <br /> approximately$125.00 each which would provide sixty-four(64) units for on duty <br /> firefighters each shift with six (6) units as backups. <br /> Chief Taylor also noted that the $50,000.00 to refurbish Engine No. 8 would be <br /> money well spent for this 1977 unit. <br /> Councilmember Ladewski questioned whether helmets would be given to firefighter <br /> upon retirement. This was to be discussed further. Following discussion, <br /> Councilmember Kelly made a motion seconded by Councilmember Coleman that <br /> Bill No. 34-94 be recommended favorably to the Council. The motion passed. <br />
