COMM .sport: <br /> Personnel and Finance Committee <br /> go the Common QCountiU of tit City of DoutIj tnti: <br /> The August 22, 1994 meeting of the Personnel and Finance Committee was called <br /> to order by its Chairperson, Council Member Sean Coleman at 3:35 P.M. in the Council <br /> informal meeting room. <br /> Persons in attendance included Council Members: Luecke,Puzzello,Washington, <br /> Kelly, Slavinskas, Zakrzweski, Coleman, Duda and Ladewski; William Eagan, Tom <br /> Scarbuck,Bonnie Stryker, and Kathleen Cekanski-Farrand. <br /> Mr. Scarbuck handed out pages on the Century Center and Project Future. Council <br /> President Puzzello handed out a Memorandum from the Council Attorney and a handout <br /> addressing the Council Budget. (copy attached) <br /> COMMON COUNCIL 1994 = $231,119.00 1995 = $401,758.00 <br /> Council President Puzzello noted that the only changes in the Council Budget were <br /> those relative to adjustment in Salaries, the Benefits paid based on those Salaries and <br /> PERF. <br /> She also noted that the election expense of $169,000.00 which is one half the <br /> amount necessary is budgeted for 1995 with a similar amount to be budgeted in 1996. <br /> She noted that the Council attorney has prepared a Memorandum for the Council's <br /> consideration where she has asked for a .75% increase over the one proposed and has <br /> setforth year to date information. <br /> Council Member Slavinskas questioned whether the election expenses could be <br /> placed in a separate budget. Council President Puzzello questioned whether there were any <br /> other funding sources available. Mr. Scarbuck noted that he would check into this matter. <br /> The Council Attorney was then asked to leave the meeting at this point for <br /> discussion of her proposal. After discussion, it was the Committee's recommendation to <br /> increase the Council Attorney's salary in general in accordance with the City's current <br /> guidelines for non-bargining employees which would be a approximate 3% increase <br /> overall. The proposed increased amount would total $1,000.00. The Committee <br /> recommended that the monies for the 1995 increase come from the Council's proposed <br /> budget. The Committee also recommended that a formula be developed for future <br /> contractual compensation for the Council Attorney. The Council President volunteered to <br /> work on this with the assistance of the Personnel and Finance Committee Chairperson. The <br /> formula to be developed would be based in part on compensation paid to other contractual <br /> legal employees,billable hours, salary and wage increases for non-bargining employees of <br /> the City, and related information. <br /> Concerns were raised with regard to Education in Training and the Travel <br /> Accounts. Council Member Washington noted that one of his three trips were paid by the <br /> City. <br />
