Commfttt* Ztport: <br /> Personnel and Finance Committee <br /> to tbt atommott Qtoultufi of tbs eftt of f6OUth Stub: <br /> The August 19, 1994 meeting of the Personnel and Finance Committee was called <br /> to order by its Chairperson, Council Member Sean Coleman at 3:15 p.m. in the Council <br /> informal meeting room. <br /> Persons in attendance Council members: Luecke, Kelly, Puzzello, Coleman, and <br /> Zakrzewski;William Eagan,Kathy Dempsey,Jeff Rinard,Ed Talley,Tom Scarbuck,Gary <br /> Libbey,Don Fozo, and Kathleen Cekanski-Farrand. <br /> Mr. Rinard passed out handouts addressing Park Department Revenues and other <br /> Revenues(copy attached). <br /> DEPARTMENT OF CODE ENFORCEMENT 1994 = $835,444.00 <br /> 1995 = $852,678.00 <br /> Kathy Dempsey the Director of the Department of Code Enforcement then reviewed <br /> her budget request information. It included an organizational chart, a comparison of the <br /> 1994 to 1995 budgets, revenue comparisons, inspections comparisons, housing file <br /> comparisons, substandard housing inspections, and abandon vehicles. <br /> In response to a question raised by Council Member Luecke, it was noted that the <br /> City-Wide Trash pick-up has had some impact to her department however several residents <br /> are unaware of this service. Council Member Luecke and Coleman voiced concerns with <br /> regard to trash haulers who are found in violation. It was noted the Public Nuisance <br /> Ordinance may be considered in attempting to shut down chronic violations. <br /> It was noted that the clean-up crew is paid out of the Block Grant monies and Solid <br /> Waste. Currently the City is in the first year of a two year contract with the Humane <br /> Society.In response to a question raised by Council Member Luecke it was noted that one <br /> Secretary, one Supervisor, two Inspectors, and four crew members are double budgeted <br /> where the payroll is paid through the General Fund and then reimbursed through the <br /> CDBG monies. <br /> CODE HEARING OFFICER 1994 = $43,681.00 <br /> 1995 = $44,691.00 <br /> It was noted that the average number of cases heard per year by the Hearing Officer <br /> is approximately 1200. The Hearing officer meets on Mondays and Thursdays from 1:30 to <br /> 4:30 P.M. It was noted that this individual is a contractual, however does receive all paid <br /> insurance and retirement benefits.(See handout material attached) <br /> WEIGHTS AND MEASURES 1994 = $41,293.00 <br /> 1995 = $41,703.00 <br /> Kathy Dempsey noted that Dan O'Neil is the City Sealer.The primary purpose of <br /> the Bureau of Weights and Measures is to safeguard the public. She highlighted the major <br /> test areas including gas pumps, scales and taxicabs and the other material related to that as <br /> set forth in her handout.(copy attached). <br />
