Committee Report <br /> Personnel and Finance <br /> August 18, 1994 <br /> Page 2 <br /> Installation however of various electronic equipment in the police vehicles will continue to <br /> be done by the Bureau. <br /> Council Member Coleman thanked Mr. Miller for his efficient operation of the <br /> Bureau. <br /> SEWAGE OPERATION AND MAINTENANCE FUND (SEWER) <br /> 1994 = $2,611,748.00 1995 = $2,802,660.00 <br /> Mr. Jack Dillon provided various handouts setting forth information on the <br /> following accounts: O&M, Depreciation, O&M Reserve, and Sinking. He noted that <br /> between the four funds that there will be approximately one half million dollars spent less <br /> in 1995 than in 1994. He noted that Bureau of Sewers day to day operations was taken <br /> over by Mr. Hensley in 1993. In personnel it was noted that six new people mainly <br /> Equipment Operator II's are being proposed to help clean sewers. He also noted that OR <br /> (Organic Resources)is down by two people. The number of salaried positions will stay the <br /> same as the current year. <br /> In response to a question raised by Council Member Coleman, it was noted that <br /> there are approximately 400 miles of sewers in the City of South Bend. They have not been <br /> jet vacuumed( using high-powered water) to reduce sediment buildup. Mr. Leszczynski <br /> noted that the overall project will take 2 1/2 years to go through the entire system and that <br /> the trunk lines will be cleaned thoroughly. <br /> The Council Attorney noted that the "Promotion Allowance of$6,772.00" listed <br /> under salaries hourly should be doubled checked since it would appear that all of those <br /> positions are Teamster positions and would not qualify for a promotion allowance. Mr. <br /> Scarbuck was directed to recalculate this account. <br /> SEWER OPERATION AND MAINTENANCE FUND (WASTE WATER ) <br /> 1994 = $8,678, 653.00 1995 = $8,634,396.00 <br /> Mr. Jack Dillon then reviewed account No. 630. He noted that there will be a <br /> reduction in staff by four people which will realize approximately $100,000.00 being <br /> saved. A promotion of a Secretary V to Superintendent I is proposed. They are also setting <br /> forth guidelines for promotions in the Laboratory Division. The number of salaried <br /> employees stays the same with the hourly employees on the operational side down by four <br /> individuals. <br /> The Council Attorney noted that the Promotion Allowance of$5,835.00 listed for <br /> salaries hourly should also be double checked and that the Merit Bonus for July through <br /> December of$4,155.00 should also be doubled checked. Mr. Scarbuck again was advised <br /> to refigure these accounts. <br /> Mr. Dillon noted that account No. 630-793.50-02 "Operating Transfer" is a <br /> $2,773,830.00 OM transferred to the Depreciation Account. <br /> Mr. Dillon then reviewed his handouts highlighting various material (copy <br /> attached). <br />
