- <br /> COMMITTEE REPORT <br /> PERSONNEL AND FINANCE COMMITTEE <br /> TO THE COMMON COUNCIL OF THE CITY OF SOUTH BEND: <br /> The May 23, 1994, meeting of the Personnel and Finance Committee <br /> was called to order by its Chairperson, Council Member Sean Coleman <br /> at 3:57 p.m. in the Council Informal Meeting Room. <br /> Persons in attendance included Council Members Slavinskas, Kelly, <br /> Luecke, Ladewski, Washington, Duda, Coleman, Zakrzewski, Puzzello; <br /> Citizen Members John Oxian and William Eagen, Maureen Dabrowiak, <br /> Don Porter, John Leszczynski, Gretchen Bolan, Jeff Rinard, Dale <br /> Balsbaugh, and Joseph Huber of the Ampco Parking Company-Cleveland <br /> office. <br /> The first item on the agenda was to review Bill No. 48-94, which is <br /> an Ordinance to establish the Cumulative Capital Development Fund. <br /> Mr. Jeff Rinard, Finance Director for the City of South Bend, made <br /> the presentation. He explained that this is a "Housekeeping" <br /> Ordinance and establishes an ad valorem tax levy to fund the <br /> cumulative capital development fund at the rate of $. 12 per $100.00 <br /> assessed valuation. The State law limits to three (3) year <br /> increments the life of such a fund and levy. The City first <br /> established this fund in 1985 and has since re-established this <br /> fund every three (3) years. <br /> Council Member Zakrzewski made a motion to send Bill No. 48-94 to <br /> the Council favorably, seconded by Council Member Eugene Ladewski . <br /> The motion carried. <br /> The Committee then reviewed Bill No. 53-94, which is an Ordinance <br /> approving parking garage rates for parking garages operated by the <br /> Board of Public Works. Mr. Jeff Rinard, Finance Director for the <br /> City of South Bend, made the presentation for this bill. Mr. <br /> Joseph Huber of the Ampco Parking Garage Company also assisted in <br /> the presentation. <br /> A report was distributed showing the summary of parkers at City <br /> Garage locations. There has been a decrease in revenues due to two <br /> large groups discontinuance of parking in the garages. They are <br /> slowly recovering from this. Council Member Ladewski inquired as <br /> to whether the Contract is up for renewal June 1st of this year. <br /> Mr. Huber stated that the Contract is for three years. Ampco took <br /> over the operations as of June of 1993. <br />
