COMM tU./Pt pot <br /> Personnel and Finance Committee <br /> 'CO tbt common Council of tbt city of ibout1j 03tttb <br /> The December 19, 1994,meeting of the Personnel Finance Committee was called to <br /> order at 3:40 P.M. in the Council informal meeting room by its Chairperson, Council <br /> Member Sean Coleman. <br /> Persons in attendance included Council Members: Luecke, Kelly, Slavinskas, <br /> Zakrzewski, Coleman, Duda, Ladewski, and Puzzello; Bill Egan, Chief Luther Taylor, <br /> Assistant Chief Rick Switalski, Jeff Rinard, Kevin Horton, Tom Bodner, Jenny Pitts- <br /> Manier,Don Porter, and Kathleen Cekanski-Farrand. <br /> The main items to be reviewed were Bill No. 117-94, which is an Appropriation <br /> Ordinance, and Bill No. 118-94, which is a Transfer Ordinance. <br /> Mr. Jeff Rinard made the presentation. He noted that approximately $900,000.00 <br /> has been turned in to the general fund, and there should be over $1,000,000.00 in cash <br /> reserve in the self insurance fund. He noted that the plan administration fee was not <br /> budgeted and will need an appropriation of approximately$400,000.00. He also noted that <br /> the parking garage fund will need an appropriation of $117,500.00. He noted that the <br /> Council had received earlier the bound volume regarding the budget projections. The <br /> general fund and the park maintenance fund will not be appropriated from cash reserves; <br /> however, liability, health and CCIF will be funded from the cash reserves. He also noted <br /> that the parking deficit has In own. <br /> Following further discussion, Council Member Ladewski made a motion, seconded <br /> by Council Member Luecke, that Bill Nos. 117-94 and 118-94 be recommended favorably <br /> to Council. The motion passed. <br /> Mr. Horton then noted that for first reading there will be Bill No. 125-94, which <br /> addresses benefits for widows and widowers. The purpose of this is to "level the playing <br /> field" for both the Fire and Police Departments. Assistant Chief Switalski noted that the <br /> state law requires proof to both Boards before any benefits would begin. He also noted that <br /> state law terminates such benefits at the age of 18. It was also noted that Bill No. 126-94 <br /> would amend the Ordinance addressing Haz-Mat specialty pay. These are both set for first <br /> reading and will be made retroactive January 1, 1995 when the Council takes action on <br /> them at their meeting of January 9, 1995. <br /> There being no further business to come before the Committee, the meeting was <br /> adjourned at 4:10 P.M. <br /> Respectfully submitted, <br /> Council Member Sean Coleman, Chairperson <br /> Personnel and Finance Committee <br />
