Commftttr Ztpott <br /> COMMITTEE OF THE WHOLE <br /> Q0 the Common tountfl of the City of mouth Ven : <br /> The July 27, 1992 meeting of the Committee of the Whole was called to order by Council <br /> President Steve Luecke at 4:35 p.m.in the Council Informal meeting room. <br /> Persons in attendance included Council Members Luecke, Coleman, Puzzello, <br /> Washington, Kelly, Slavinskas, Duda, and Ladewski; John Byorni, JoAnn Harper, Don <br /> Porter,and Kathleen Cekanski-Farrand. <br /> The Committee then reviewed Substitute Bill No. 60-92 which would amend section 1-5 of <br /> the City Code addressing the City Seal. JoAnn Harper, a member of the Committee which <br /> studied the City Seal made the presentation. She noted John Williams was most <br /> instrumental. The overall purpose of the Ordinance is to correct the City Seal to be <br /> historically consistent. Mrs. Harper noted that there would be no cost to incorporate the <br /> proposed changes. Following further discussion, Council Member Coleman made a <br /> motion, seconded by Council President Luecke that Substitute Bill No. 60-92 be <br /> recommended favorably to Council. The motion passed. <br /> Under miscellaneous business Council President Luecke discussed the River Bend Historic <br /> District proposal. It was noted that the City Council as a whole is required under state law <br /> to propose such requests. The draft of the memorandum prepared by the Council Attorney <br /> was then circulated among the committee members. The overall purpose of this would be <br /> to comply with the statute but make clear that the Council would be introducing the Bill to <br /> comply with the procedural requirements only, and that it reserves judgment on merits of <br /> the particular re-zoning or historic preservation request until after full hearing. <br /> Council Member Coleman noted that this particular Historic District request had much grass <br /> roots effort involved. <br /> Following further discussion, Council Member Coleman made a motion seconded by <br /> Council Member Slavinskas, that the Council be the initiating party for the River Bend <br /> Historic District and utilize the proposed memorandum prepared by the Council Attorney. <br /> The motion passed with Council Member Washington voting against the motion. <br /> There being no further business to come before the Committee the meeting was adjourned <br /> at 4:50 p.m. <br /> Respectfully submitted, <br /> Council President Steve Luecke, <br /> Committee of the Whole <br /> • <br />
