Committee Report <br /> PERSONNEL AND FINANCE COMMITTEE <br /> To the Common Council of the City of South Bend: <br /> The March 22 , 1993 meeting of the Personnel and Finance <br /> Committee was called to order by its' Chairperson Council <br /> Member Ann Puzzello at 4 : 15 p.m. in the Council Informal <br /> Meeting Room. <br /> Persons in attendance included Council Members: Luecke, <br /> Washington, Kelly, Puzzello, Slavinskas, Zakrzewski, <br /> Coleman, Duda, Ladewski; Don Porter, and Kathleen Cekanski- <br /> Farrand. <br /> Council Member Puzzello noted that the purpose of the <br /> meeting was to hear presentation on Bill No. 25-93 which the <br /> City Administration is requesting to have the rules <br /> suspended in order to give First, Second, Third Readings and <br /> Public Hearing on at this evening's meeting. It was noted <br /> for the record that no one from the City Administration was <br /> present to review the Bill. Don Porter noted that the bonds <br /> were sold last Tuesday at a rate of 5. 30% <br /> There being no further business the meeting was adjourned at <br /> 4 : 30 p.m. <br /> At approximately 4 : 50 p.m. the meeting was reconvened in <br /> light of the appearance of City Controller. Mr. Kevin <br /> Horton then reviewed the Bill. He stated that the purpose <br /> of the Bill was to move up the "call date" by one (1) year. <br /> The City Administration would like to close on the bond <br /> issue on April 6, 1993 , therefore they are requesting a <br /> suspension. It was noted that with this action, there could <br /> be a payoff sooner and that in approximately two (2) weeks <br /> there would be an Appropriation Ordinance filed for <br /> approximately $300, 000. 00 of sewage works projects. <br /> Following further discussion, Council Member Coleman made a <br /> motion, seconded by Council Member Ladewski, that Bill No. <br /> 25-93 be recommended to have a suspension of the rules and <br /> that it receive a favorable recommendation from Committee. <br /> The Motion passed. <br /> There being no further business to come before the <br /> Committee, the meeting was adjourned at 4 : 55 p.m. <br /> Respectfully submitted, <br /> Council Member Ann Puzzello <br /> Chairperson, Personnel and Finance Committee <br />
