INTER-OFFICE MEMORANDUM <br /> DEPARTMENT OF PUBLIC WORKS <br /> DIVISION OF ENGINEERING <br />TO: Theresa Heffner, Clerk <br />Board of Public Works <br />FROM: Rebecca Plantz, Project Engineer <br />SUBJECT: Award Project No. 122-018 <br />Northwest Elevated Tank Rehabilitation Project <br />DATE: July 28, 2022 <br />The opportunity to bid on the Northwest Elevated Tank Rehabilitation Project was opened on <br />June 14, 2022. The Board of Public Works received one bid, it was rejected as non-responsive, <br />and the contract was recommended for special purchasing. Open market conversations were held <br />with interested bidders and bids were finalized through discussion. <br />The special purchase bids are summarized as follows: <br />Bidder Viking <br />Painting, LLC <br />Base Bid $1,186,500.00 <br />Alternate 1 $12,500.00 <br />Alternate 2 $103,600.00 <br />Alternate 3 $29,400.00 <br />The project is funded by Water Works Capital – Distribution/Reservoirs. Sufficient funding is <br />available for the following recommendations. <br />I reviewed the open market contract and found the required information and the bid totals <br />correct. MWBE goals were not met on the base bid and alternates. Utilization, Good Faith Effort, <br />and Contact forms accompanied this result. Further review of efforts and records of contact on <br />goals met prove sufficient effort to accept good faith efforts. Follow up to initial contact was <br />recorded, further discussions with Engineering for subcontracting opportunities were held, and <br />scopes of services were delegated for increased contact for utilization. <br />For the above reasons, I recommend the award of the Base Bid and Alternates 1 and 3 to the <br />lowest, responsive bidder, Viking Painting, LLC, in the amount of $1,228,400.00. <br />Please call with your questions (5998).
