PERSONNEL & FINANCE JANUARY 14,2013 <br /> Committee Members Present: Dr. David Varner, Valerie Schey, Karen White, <br /> Henry Davis, Jr. <br /> Other Council Present: Tim Scott, Dr. Fred Ferlic, Oliver Davis, Gavin Ferlic, <br /> Derek Dieter <br /> Others Present: Scott Ford, Erin Blasko, Kathy Cekanski-Farrand <br /> Agenda: Bill No. 70-12 Change Community&Economic Development Committee to <br /> Community Investment Committee. <br /> Only one bill,Bill No. 70-12,was on the agenda of the Personnel &Finance Committee <br /> chaired by Councilmember Dr. David Varner. That bill was only a"housekeeping" <br /> measure. In short,the Council recently approved a request of the administration to <br /> change the name of the Community&Economic Development Department to the <br /> Community Investment Department. This bill would make the same name change to the <br /> Council's Community& Economic Development Committee to the Community <br /> Investment Committee. <br /> After very brief discussion Councilmember Schey moved that Bill No. 70-12 go to <br /> Council favorably. Councilmember White seconded and all affirmed. <br /> Under miscellaneous Councilmember Schey raised a question about a reported study <br /> contract awarded to DLZ for a downtown traffic study meant to measure the efficacy of <br /> two-way traffic on downtowns one-way streets. She felt the cost was exorbitant, <br /> redundant, and wasteful, especially in the light of earlier studies on the same topic. <br /> Valerie also proposed the Personnel&Finance Committee explore the possibility of <br /> using COIT and EDIT funds for services to the public such as an expanded curb and <br /> sidewalk program. Councilmember White suggested adding TIF funds to the discussion. <br /> Tim Scott gave a short update on the Council I-pad rollout. <br /> There being no further business to come before the committee at this time, Chairperson <br /> Varner adjourned the meeting at 4:01 p.m. <br /> Respectfully Submitted, <br /> Dr. David Varner, Chairperson <br /> Personnel &Finance Committee <br />
