I <br /> PERSONNEL AND FINANCE COMMITTEE <br /> The October 11, 1993 meeting of the Personnel and Finance <br /> Committee was called to order by its Chairperson, Council <br /> Member Ann Puzzello at 4 : 20 p.m. in the Council Informal <br /> Meeting room. <br /> Persons in attendance included Council Members Luecke, <br /> Washington, Kelly, Puzzello, Slavinskas, Zakrzeski, Coleman, <br /> Duda, and Ladewski; Michael Seitz, Mary Hall Mueller, Mary <br /> Philcheck, Sandra Lee, Don Porter, Mr. Underhill and <br /> Kathleen Cekanski-Farrand. <br /> Council member Puzzello noted that the purpose of the <br /> meeting was to discuss Bill No. 83-93 which would amend <br /> Section 4-60 of the South Bend Municipal Code regarding <br /> Transient Merchant Licenses. <br /> Mary Hall Mueller from the City's Legal Department then <br /> reviewed the Bill . She noted that the current Bill was not <br /> enforced aggressively, and when it was it was primarily <br /> aimed at merchants at the Century Center. She noted that <br /> gun shows, unusual cars, etc. that are here today and gone <br /> tomorrow are the types of events which were to be the focus <br /> of the Bill. She noted that the new Bill would incorporate <br /> more checks such as Fire Prevention and the County Health <br /> Department. <br /> In response to a question raised by Council Member Puzello <br /> it was noted that the Ethnic Festival would be covered, <br /> however it is a City sponsored event just like the Leeper, <br /> Park Art Fair. Such events would be covered under the <br /> Pedlers License which is set forth in Section 4-43 of the <br /> Municipal Code. <br /> Mr. Micheal Seitz of the Chamber of Commerce thanked Mrs. <br /> Mueller and concerned citizens for their impute of this <br /> Bill . He stated that he feels comfortable with it. <br /> Discussion then took place on whether Christmas tree stands <br /> should be eliminated from the Bill. <br /> Mary Philcheck of the Convention and Visitors Bureau stated <br /> that she believes that the Bill is "Visitor Friendly" . <br /> Sandra Lee of the Century Center states that she likes the <br /> approval and disapproval standards within it. Mr. John <br /> Underhill of Granger (a promoter) stated that he believes it <br /> is a good program. <br />
