Upon review by the Director of Purchasing, the bid by Rieth-Riley Construction was determined to
be non-responsive for all divisions, since the proposed MBE utilization was below the set goals in all
divisions, and the bidder did not complete Good Faith Effort, having not attended the pre-bid
meeting.
The bid by Premium Concrete included proposals for divisions 3, 4, and 5, and submitted no bid for
divisions 1 and 2. For the bidded divisions 3, 4, and 5, Premium’s proposed WBE utilization was
below the set goals. However, upon review by the Director of Purchasing, the bidder did complete
the Good Faith Effort requirements and was thus determined to be responsive.
The bids by Milestone Contractors North and Selge Construction were found to be responsive,
inclusive of all required documentation.
The Division of Engineering recommends award of Divisions 1 and 2 to Milestone
Contractors North, in the total amount of $633,484.00.
Engineering recommends separate award of Divisions 3, 4, and 5 to Premium Concrete, in
the total amount of $393,685.00.
The total recommended award amount between both contracts is $1,027,169.00. Engineering
recommends rejecting all other bids for each division.
The Department of Public Works has appropriated sufficient funds from Fund 202 Curb and
Sidewalk Division, and Fund 101 Other Contractual Services (PR #00016964).
Please respond with any questions.
Enclosure
Bid Tabulation
