COMMUNITY RELATIONS JANUARY 14,2013 <br /> Committee Members Present: Oliver Davis, Valerie Schey, Tim Scott, <br /> Dr. David Varner <br /> Other Council Present: Henry Davis, Jr., Dr. Fred Ferlic, Karen White, <br /> Gavin Ferlic, Derek Dieter <br /> Others: Kathy Cekanski-Farrand,Erin Blasko, Cecil Eastman, Eric Horvath <br /> Agenda: Bill No. 13-01 —Declaring March 23, as Schuyler Colfax Day <br /> The Community Relations Committee chaired by Oliver Davis had but one item up for <br /> consideration,that being a resolution declaring March 23 every year as Schuyler Colfax <br /> Day. Oliver along with Karen White, Derek Dieter and David Varner, all co-sponsors <br /> thought it fitting to honor South Bend's Schuyler Colfax who served as Speaker of the <br /> House of Representatives and 17th Vice-President of the United States. In particular,the <br /> resolution notes his efforts as Speaker to pass the 13th, 14th and 15th amendments to the <br /> U.S. Constitution which focused on civil rights. The 13th outlawed slavery, the 14th <br /> assured due process and the 15th protected voting rights. The sponsors, Mr. Davis <br /> explained, felt Colfax's efforts should be given their due not only by the declaration; but <br /> also through education in the schools. <br /> No one was present from the public to speak in favor. Only Cecil Eastman raised <br /> concern noting Colfax was later involved in the Credit Mobilier scandal as Vice- <br /> President. <br /> After brief discussion Valerie Schey moved for a favorable recommendation. Tim Scott <br /> seconded and all affirmed. <br /> Under miscellaneous Oliver Davis spoke to the basement flooding problems in the <br /> vicinity of the shuttered ethanol plant which resulted in higher ground water levels. Eric <br /> Horvath,Director, Public Works was present to describe the city's response efforts to <br /> date. Mr. Horvath provided a copy of the press release issued on January 11,2013 <br /> addressing the issue. (A copy is on file in the Office of the City Clerk) <br /> There being no forth-r business to come before the committee at this time, Chairperson <br /> Oliver J.
