--f-, ■■ .. <br /> Committee Report <br /> HUMAN RESOURCES AND ECONOMIC DEVELOPMENT COMMITTEE <br /> To the Common Council of the City of South Bend: <br /> The September 13 , 1993 , meeting of the Human Resources and <br /> Economic Development Committee was called to order its' <br /> Chairperson, Council Member Roland Kelly, at 4: 00 p.m. in <br /> the Council Informal Meeting Room. <br /> Persons in attendance included Council Members: Luecke, <br /> Washington, Kelly, Puzzello, Slavinskas, Zakrzewski, <br /> Coleman, Duda, Ladewski; Patrick Higgins, Robert W. <br /> Robinson, Mike Beitzinger, James Caldwell, Mark Witucki, <br /> Ernest Szarwark, Don Porter and Kathleen Cekanski-Farrand. <br /> Council Member Kelly noted that the first item on the agenda <br /> was to review Resolution No. 93-67 which is a Personal <br /> Property Tax Abatement request for Society Leasing (f/b/o <br /> American Tool & Die, Inc. ) . <br /> Mr. Mike Beitzinger of the Department of Economic <br /> Development then reviewed the report dated August 11, 1993, <br /> which found that all of the basic criteria for a five (5) <br /> year personal property tax abatement to be met. <br /> Mr. Patrick Higgins, the attorney for the company, then <br /> introduced Mr.`' Robert W. Robinson, the President, who gave <br /> further details of their proposed tax abatement. A total of <br /> two (2) new jobs would be created. Council Member <br /> Slavinskas questioned the leasing arrangement and was <br /> advised by both Mr. Beitzinger and the Council Attorney that <br /> the State has specifically noted that leasing arrangements <br /> are permissible under the tax abatement regulations. <br /> Council Member Slavinskas suggested that there be a tracking <br /> mechanism to make sure that personal property at the end of <br /> such a lease is still in use. <br /> Council President Luecke questioned the life of the <br /> equipment and was advised that it would last approximately <br /> twenty (20) years. <br /> Following further discussion, Council Member Luecke made a <br /> motion, seconded by Council Member Duda, that Resolution No. <br /> 93-67 be recommended favorably to Council. The motion <br /> passed. <br /> The Committee then reviewed Resolution No. 93-64 which is a <br /> Ten (10) Year Real Property ,request for Turnmaster <br /> Corporation (d/b/a South Bend Lathe Corp. ) with offices at <br /> 400 West Sample Street. <br />
