* <br /> Personnel and Finance Committee <br /> September 8, 1992 <br /> Page 2 <br /> Council Member Zakrewski questioned why there was no revenue <br /> projection listed for the ordinance violation bureau. Mr. Rinard stated that <br /> parking ticket revenues would be receipted in the parking garage fund and that there were <br /> several special revenue funds receiving income such as loud party violation monies. <br /> In response to a question raised by Council Member Slavinskas it was noted that the cable <br /> television revenues paid in two installments. The budgeted amount for 1992 was$150,000 <br /> which has already been exceeded. Council Member Slavinskas questioned the dollar <br /> figures utilized in light of the actual revenues received and also questioned the city's policy <br /> with regard to always being taxed at the maximum levy amount. <br /> Council Member Zakrewski questioned the revenues related to the county/city building <br /> department. Mr. Horton noted that currently the arrangement was to have the county pay <br /> on a monthly basis however in light of recent negotiations current policy is that the City is <br /> receiving all income and paying all debts. It is anticipated that the county and city would <br /> settle all financial matters in February of each year. Revenues in this area are running <br /> ahead of those amounts projected. <br /> Mr. Horton noted that the remainder of the information requested in Council Member <br /> Puzzello's memorandum would be provided to the Council in writing. <br /> 4. Studebaker National Museum. Edna Kepler, an assistant to Mr. Ron Radecki <br /> who was ill, made the presentation. The proposed budget is set forth on page 1-22 and is <br /> requested in the he amount of$194,885.00. Mr. Steve Lobdell was present and is acting <br /> as president of the board. Numerous handouts were provided to the Committee (copy <br /> attached). It was noted that they have done and an house brochure with saving <br /> approximately 50% in such costs. It was also noted that the engineering study has <br /> determined that the current structure is not suitable for the museum. The museum has <br /> purchased the building located at 2110 South Lafayette for the amount of $140,000.00. <br /> The building is secure and temperature controlled which will assist the archives which have <br /> been moved to that location. <br /> It was noted that there is a Committee chaired by John Phair which also includes Council <br /> Members Puzzello and Kelly with regard to a new site for the museum. A decision is <br /> expected by March of 1993. <br /> Council Member Slavinskas suggested that the "back yard monsters" be considered which <br /> is currently at the Field Museum in Chicago. It was noted that there is a five year waiting <br /> period for this program. <br /> 5. Human Rights. Mr. Lonnie Douglas joined the Committee. He is currently a <br /> case manager for Human Rights and reviewed the proposed budget located on page 1-69 in <br /> the amount of$194,992.00. Mr. Horton noted that Human Rights is under the control of <br /> the City Controller's office with Cathy Hubbard overseeing this project. Mr. Douglas <br /> noted that there are less than 130 backlogged cases currently. Mr. Horton stated that the <br /> city will be proposing that Mr. Douglas take the job as executive director in the very near <br /> future. Cynthia Love-Bush is currently a case manager and the ADA expert. It was noted <br /> that temporary services through manpower are being used, and that paralegals are also <br /> being used. <br />
