i t <br /> Qlummtttrr Er.purt <br /> HUMAN RESOURCES AND ECONOMIC DEVELOPMENT COMMITTEE <br /> Ohl the Qinmmou (dounrtl of the (Mg of iikuttly i�rnd: <br /> The July 13, 1992 meeting of the Human Resources and Economic Development <br /> Committee was called to order by its Vice Chairperson Lee Slavinskas at 3:30 p.m. in the <br /> Council Informal meeting room. <br /> Persons in attendance included Council Members Coleman, Ladewski, Washington, <br /> Slavinskas, Puzzello, Luecke, and Duda; Beth Leonard, Jon Hunt, Terry Bland, Aladean <br /> DeRose, Tim Hartzer, and Kathleen Cekanski-Farrand. <br /> Council Member Slavinskas noted that the first item on the agenda was to review the tax <br /> abatement requests for 311 East Colfax for Brett Plaza One. Jon Hunt noted that the <br /> petitioner indicated that he would not be present at the meeting and requested that this <br /> matter be continued until the meeting of July 27, 1992. <br /> The next item on the agenda was to review Bill No. 42-92 which would transfer <br /> $33,500.00 within accounts of the Department of Economic Development. <br /> Beth Leonard and Jon Hunt reviewed the Bill. It was noted that engineering services <br /> would be reduced by$33,500.00 and that the following would be increased: <br /> Northeast Neighborhood Planning $15,000.00 <br /> Work Force Development Services $ 7,500.00 <br /> Manufacturing Technology Center $ 5,000.00 <br /> Michiana Area Council of Governments $ 6,000.00 <br /> It was noted that the revitalization efforts of the Northeast Neighborhood would be similar <br /> to the West Washington Revitalization Program. The Work Force Development Services <br /> are in conjunction with the Chamber of Commerce focusing on minority employment. <br /> Council Member Puzzello spoke in favor of the Bill and in particular the funding for the <br /> Northeast Neighborhood Planning. <br /> Following further discussion, Council President Luecke made a motion seconded by <br /> Council Member Washington that Bill No. 42-92 be recommended favorably to Council. <br /> The motion passed. <br /> Council Member Slavinskas then noted that the next item on the agenda was to review No. <br /> 45-92 which would amend Chapter 2 of the South Bend Municipal Code. This Ordinance <br /> would seek to conform the South Bend Human Rights Ordinance with the Federal and <br /> State Housing Legislation, and also would provide rights and remedies substantially <br /> equivalent to those granted under State and Federal law. Additionally, it would enlarge the <br /> compensatory damages in employment discrimination cases under the Civil Rights Act of <br /> 1991. <br />
