Committee Z port <br /> HUMAN RESOURCES AND ECONOMIC DEVELOPMENT COMMI'1"1'EE <br /> to the Common 'ouituil of the City of South 1140: <br /> The November 23, 1992 meeting of the Human Resources and Economic Development <br /> Committee was called to order at 5:30 p.m. in the Council Informal Meeting room by its <br /> Chairperson Council Member Roland Kelly. <br /> Persons in attendance included Council Members Luecke, Puzzello, Coleman, <br /> Washington, Kelly, Slavinskas, Zakrzewski, Duda and Ladewski; Beth Leonard, Mike <br /> Beitzinger, Jon Hunt, Earnest Szarwark, Mike Kaiser, Melvin and Sondra Sondra Hartz, <br /> Don Porter, and Kathleen Cekanski-Farrand. <br /> Council Member Kelly noted that the first item on the agenda was to review Bill No. 96-92 <br /> which would appropriate $130,000.00 from the UDAG fund to be used to defray <br /> administrative expenses. <br /> Beth Leonard reviewed the bill. She noted that it would appropriate $130,000.00 in funds <br /> received from One Michiana's Squares repayment on their UDAG loan. <br /> Council Member Slavinskas stated that he voiced concern with regard to this proposal <br /> during the initial budget procedure and still has a concern but would vote in favor of the <br /> proposed bill. Council President Luecke state that he believes that the appropriation is <br /> appropriate for planning and therefore would also be in favor of the bill. <br /> Following further discussion, Council Member Duda made a motion, seconded by Council <br /> Member Washington, that Bill No. 96-92 be recommended favorably to Council. The <br /> motion passed. <br /> The Committee then reviewed Bill No. 97-92 which would appropriate $2, 994,000.00 <br /> from the Community Development Block Grant Fund. Beth Leonard reviewed the Bill. <br /> She stated that she would be back to the Council once the exact dollars are approved by the <br /> Federal Government. She state that the proposal incorporates the same community <br /> development program as state in the preliminary statement. <br /> Following further discussion Council Member Slavinskas made a motion, seconded by <br /> Council Member Duda, that Bill No. 97-92 be recommended favorably to Council. The <br /> motion passed. <br /> The Committee then reviewed Resolution No. 92-82 which is a six year real property tax <br /> abatement request for P.A.I. properties for the property located at 3601 Lathrop Street. <br /> Mr. Mike Beitzinger reviewed the report from the Department of Economic Development <br /> dated October 22, 1992 (copy attached). <br /> Mr. Ernest Szarwark the attorney for the Petitioner noted that sixty existing jobs would <br /> remain and that ten new jobs would be created. He noted that the Petitioner is the owner of <br /> property which is leased to North American Signs,Inc. <br />
