BILL No. 34-22 <br /> ORDINANCE NO. <br /> AN ORDINANCE OF THE COMMON COUNCIL OF SOUTH BEND, INDIANA, <br /> AMENDING CHAPTER 2,ARTICLE 1, SECTIONS 2-12.1(a) AND 2.21.1.2(b)(3) and (4), <br /> OF THE SOUTH BEND MUNICIPAL CODE TO CHANGE THE RESIDENCY <br /> RESTRICTION OF YOUTH ADVISORY COUNCIL MEMBERS <br /> STATEMENT OF PURPOSE AND INTENT <br /> The Youth Advisory Council has been a valuable resource in enhancing the citizenship skills of <br /> those of high school age grades 9-12 and serving the best interests of youth in South Bend. The <br /> current ordinance restricts members of the Youth Advisory Council to residents of the City of <br /> South Bend, Indiana. Public and private schools in the City of South Bend include many students <br /> who are not residents of the City, but who can nevertheless benefit from enhanced citizenship <br /> skills and serve the best interests of youth in the South Bend area. These amendments remove the <br /> South Bend residency requirements for Youth Advisory Council members and make all high <br /> school age grades 9-12 youth living in St. Joseph County, Indiana eligible to serve on the <br /> Council. <br /> NOW, THEREFORE,BE IT ORDAINED BY THE COMMON COUNCIL OF <br /> THE CITY OF SOUTH BEND, INDIANA, as follows: <br /> Section I. Chapter 2, Article 1, Section 2-12.1(a) is hereby amended to read: <br /> (a) A Youth Advisory Council is created for those of high school age grades 9-12. A Youth <br /> Advisory Council is established to enhance citizenship skills and to serve the best interests <br /> of youth in St. Joseph County the City of South , Indiana. <br /> Section II.
