elLoarre <br /> tommittet Zeport <br /> HUMAN RESOURCES AND ECONOMIC DEVELOPMENT COMMITTEE <br /> go the tommott eouituiU of Mt eity of *outb Vett4: <br /> The December 14, 1992 meeting of the Human Resources and Economic Development <br /> Committee was called to order by its chairperson Council Member Roland Kelly at 5:05 <br /> p.m. in the Council Informal Meeting Room. <br /> Persons in attendance included Council Members Luecke, Coleman, Puzzello, <br /> Washington, Kelly, Slavinskas,Zakrzewski,Duda and Ladewski; Glenda Rae Hernandez, <br /> Cleo eo Hicke Y> Ann Kolata, Michael Beitzinger, <br /> Tom McCalley, Don Porter, and Kathleen <br /> Cekanski-Farrand. <br /> The first item on the agenda was to review Bill No. 103-92 which would transfer <br /> $23,000.00 within various accounts within the UDAG Fund. <br /> Cleo Hickey presented the Bill. She noted that this transfer from the Colfax theater <br /> demolition account is necessary so that the Opelika Building could be acquired. The <br /> Department of Economic Development was forced to go to condemnation proceedings. the <br /> Court determined that an amount of $366,000.00 is necessary and the 23 000.00 is h <br /> Y <br /> $ ste <br /> remainder amount of money needed to be posted. <br /> • <br /> In response to a question raised by Council President Luecke it was noted that Beth <br /> Leonard could give an accurate balance of the account after this transfer. It was also noted <br /> in response to a question raised by Council Member Coleman that once the money is posted <br /> that bids will take place in January or February of next year. It was noted that there is <br /> interest being shown in the site and that it would be offered on an "as is" basis. <br /> Following further discussion, Council Member Slavinskas made a motion, seconded by <br /> Council Member Duda, that Bill No. 103-92 be recommended favorably to Council. The <br /> motion passed. <br /> The Committee then reviewed Resolution No. 92-93 which is a tax abatement request for <br /> ten years of real property tax abatement for the property located at 423 East South Streets. <br /> Mr. Michael Beitzinger then reviewed the report dated November 16, 1992 (copy attached). <br /> Mr. Tom McCalley, President of Briarwood Development Corporation from Carmel, <br /> Indiana, then showed plans of the proposed units. In response to a question raised by <br /> Council Member Duda it was noted that there would be on site management which would <br /> include housing. In response to a question raised by Council Member Luecke it was noted <br /> that a one bedroom apartment would have 700 square feet and a three bedroom apartment <br /> would have 1200 square feet. <br /> Council Member Kelly questioned where the Petitioner has built other units. It was noted <br /> that he has developed 48 units in Lebanon, Indiana and he is currently in the process of <br /> developing 48 units in DeKalb, Illinois. • <br />
