Committuu *oat <br /> PARKS AND RECREATION COMMITTEE <br /> IT0 the Common Qtounttl of he city of 6outb Otttb: <br /> • <br /> The December 28, 1992 meeting of the Parks and Recreation Committee was called to <br /> order by its Chairperson, Council Member Sean Coleman, at 5:00 p.m. in the Council <br /> Informal Meeting Room. <br /> Persons in attendance included Council Members Luecke, Coleman, Puzzello, <br /> Washington, Kelly, Slavinskas, Zakrzewski, Ladewski; Richard Nussbaum, Marva <br /> Leonard-Dent,Ralph Komasinski,Don Porter and Kathleen Cekanski-Farrand. <br /> Council Member Coleman noted that the purpose of the meeting was to review Bill No. <br /> 199-92 which is a Bill which would transfer park property to the South Bend Community <br /> School Corporation. <br /> As to Richard Nussbaum reviewed the Bill. He noted that discussions between the City of <br /> South Bend and the South Bend Community School Corporation began approximately <br /> three months ago on this project. The Studebaker Park has a 50 year lease in effect until <br /> the year 2010. With the proposed transfer the School Corporation would be taking over all <br /> maintenance. He specifically highlighted the right of reversion and the provisions with <br /> regard to whether the Riley High School campus would change. Mr. Ralph Komasinski, <br /> the acting Superintendent of Schools, noted that with this transfer the state would grant a <br /> waiver to the acreage requirement. He stated that this would be a benefit to the South Bend <br /> Community School Corporation. Currently, the area in question is 23 acres short of the <br /> state requirement. In response to a question raised by Council President Luecke, Mr. <br /> Komasinski noted that he believes that the joint usage of the green space by the elementary <br /> school and the high school would be a positive use. <br /> Council Member Coleman also noted that there would be significant upgrades with regard <br /> to this proposed transfer. <br /> Following further discussion, Council Member Slavinskas made a motion, seconded by <br /> Council Member Kelly, that Bill No. 199-92 be recommended favorably to Council. The <br /> motion passed. <br /> In response to a question raised by Council Member Ladewski,it was noted that within the <br /> next thirty days that the affected property owners would be receiving information with <br /> regard to appraisals. Mr. Komasinski thanked the cooperative effort between the City and <br /> the South Bend Community School Corporation. He also noted that there would be a <br /> series of street and alley vacations anticipated which would be coming before the Common <br /> Council. <br /> There being no further business to come before the Committee the meeting was adjourned <br /> at 5:15 p.m. <br /> Respectfully submitted, <br /> Council Member Sean Coleman <br /> Chairperson,Parks and Recreation Committee <br />
