Qommitt*s UUport <br /> ZONING AND VACATION COMMITTEE <br /> iro the common Council of the City of 'outii IBtub: <br /> The December 28, 1992 meeting of Zoning and Vacation Committee was called to order by <br /> its chairperson, Council Member Lee Slavinskas at 3:50 p.m. in the Council Informal <br /> Meeting Room. <br /> Persons in attendance included Council Members Luecke, Coleman, Puzzello, <br /> Washington, Kelly, Slavinskas, Zakrzewski, and Ladewski; John Byorni, Don Porter, and <br /> Kathleen Cekanski-Farrand. <br /> Council Member Slavinskas noted that Bill Nos. 110-92 through 114-92 have been <br /> requested by the Petitioner to be continued until the meeting of Monday,January 25, 1993. <br /> He also noted that the Petitioner has requested that Bill No. 115-92 be continued until the <br /> meeting of Monday, January 11, 1993. <br /> Accordingly, the only Bill before the Committee was to review Bill No. 89-92 which <br /> would amend the Zoning Chapter of the South Bend Municipal Code. Council Member <br /> Slavinskas noted that this Bill is currently listed under unfinished business and is the <br /> Signage Zoning Ordinance which was acted upon at the last Council Meeting. <br /> Mr. John Byorni noted that apparently the proper Bill was never formally of record with <br /> the City Clerk's Office. He noted that the proper Bill was heard by the Area Plan <br /> Commission and that all of the public discussion and all of the questions raised on Bill No. <br /> 89-92 was on the proper Bill except for the filing with the City Clerk. Therefore today's <br /> action would be merely to correct the fact that the wrong Bill was on file with the City <br /> Clerk. The Council Attorney noted that a motion to reconsider would be necessary by a <br /> Member of the Council who voted in favor of Bill No. 89-92 at the last meeting. This <br /> motion would need a two-thirds majority in order to pass. Formal public hearing on the <br /> Bill would then take place. She suggested that Council Member Slavinskas could make <br /> such a presentation from the Chair as Chairperson of the Zoning and <br /> Vacation Committee. <br /> Following further discussion, Council Member Coleman made a motion, seconded by <br /> Council Member Washington, that Bill No. 89-92 as amended by sent favorably to the <br /> Common Council and that there be a proper motion to reconsider the Bill at tonight <br /> meeting. The motion passed. <br /> Council Member Slavinskas then noted that he plans to begin action on the proposed "0- <br /> Zoning" Bill early next year. He stated that he is concerned with regard to parking in front <br /> yards and perhaps an 0-Zoning and an 0-1 Zoning classification may be necessary. <br /> There being no further business to come before the Committee the meeting was adjourned <br /> at 4:00 p.m. <br /> Respectfully submitted, <br /> Council Member Lee Slavinskas <br /> Chairperson,Zoning and Vacation Committee <br />
