c <br /> CommftU* Ztport <br /> HUMAN RESOURCES AND ECONOMIC DEVELOPMENT COMMITTEE <br /> go Os Common tountfl of the City of South ettb: <br /> The December 28, 1992 meeting of the Human Resources and Economic Development <br /> Committee was called to order by its Chairperson, Council Member Roland Kelly at 4:30 <br /> p.m. in the Council Informal Meeting Room. <br /> Persons in attendance included Council Members Luecke, Coleman, Puzzello, <br /> Washington, Kelly, Slavinskas, Zakrzewski, Ladewski; George Herendeen, Kevin <br /> Horton, William Eagan, Ralph Komasinski, Don Inks, Mike Beitzinger, Don Porter and <br /> Kathleen Cekanski-Farrand. <br /> Council Member Kelly noted that the first item on the agenda was to review Bill No. 188- <br /> 92 which would amend Article VI of Chapter 2 of the Municipal Code addressing "Tax <br /> Abatement Procedures". Mr. Don Inks reviewed the Bill. He noted that in light of the <br /> information provided previously (copy attached) that fee increases would be necessary. He <br /> noted that if the suggested fee increases were in place for the 1992 calendar year, that <br /> through October of this year, there would have been paid to the City$23,000.00. <br /> The Council attorney questioned whether the City Clerk's fee should be adjusted since it <br /> has remained at that amount since the inception of this Bill. She also noted that there was <br /> no charge incorporated within the suggested fee structure for the amount of time spent with <br /> her office and Mr. Beitzinger with regard to the review of each petition. <br /> Council Member Slavinskas questioned whether all of the fees should be paid up front. <br /> Mr. Inks stated that it is his understanding that currently fees are paid and receipted into the <br /> miscellaneous revenue account. He is suggesting that a portion of the fee be paid to offset <br /> the operating expenses of the specific department. <br /> The Council Attorney questioned what would be receipted back to a petitioner if a tax <br /> abatement is taken away. She suggested that specific language to clarify this situation be <br /> incorporated. <br /> The Council President noted that he would prepare amendatory language on this topic. <br /> Following further discussion, Council Member Slavinskas made a motion, seconded by <br /> Council Member Washington, that Bill No. 118-92 with the proposed amendment be <br /> recommended favorably to Council. The motion passed. <br /> The Committee then reviewed Resolution No. 92-97 which is a three year real property tax <br /> abatement for Policemen's Federal Credit Union. Mr. George Herendeen, the attorney for <br /> the Petitioner, made the presentation after the review of the report by Mr. Mike Beitzinger <br /> (copy attached). Mr. Herendeen noted that they would be leaving their new building on <br /> Lafayette Street to the Main Street location. He further noted that even in light of the <br /> proposed tax abatement that the Petitioner would be paying more taxes at the new location. <br /> Council Member Ladewksi asked who is eligible to join the Policemen's Federal Credit <br /> Union, and Mr. Herendeen listed the Board based clientele. The general manager of the <br /> Policemen's Federal Credit Union also noted that civilians are permitted under certain <br /> circumstances to be members. There are over 3100 members of the Union. <br />
