<br /> <br /> <br />INTER-OFFICE MEMORANDUM <br /> <br /> DEPARTMENT OF PUBLIC WORKS <br /> DIVISION OF ENGINEERING <br /> <br /> <br />TO: Theresa Heffner, Clerk <br />Board of Public Works <br />FROM: Zach Hurst, Project Engineer <br /> <br />SUBJECT: Bid Award - Project No. 122-030 <br />Studebaker National Museum – Roof Repairs <br />DATE: June 21, 2022 <br />On June 14, 2022, the Board of Public Works opened and read aloud bids for the subject <br />project. A summary of the bids is below: <br /> <br /> <br />The base bid is for a roof replacement using thermoplastic polyolefin (TPO) membrane. <br />Alternate 1 is an Add for skylight repairs. Alternate 2 is a Deduct for gravel roof stops in lieu of <br />metal copings. Alternate 3 is bidding an alternate roofing type depending on material availability <br />and would replace the Base Bid if selected. The MBE goal for the project is 0.6% and the WBE <br />goal is 2.1% <br /> <br />Upon review of the bids, the low bid from Wolf Commercial Roofing must be rejected as non- <br />responsive. Wolf did not meet either the MBE or WBE goal, stating they did not plan to <br />subcontract any work. They provided no Good Faith Efforts documentation along with the bid. <br /> <br />The second low bid from Midland Engineering Corp. must also be rejected as non-responsive. <br />Midland did meet the WBE goal but did not meet the MBE goal. Midland neglected to include a <br />completed MBE Utilization form with their submitted bid package. <br /> <br />It should be noted that Midland committed to using $6,000 in WBE subcontracting for, what <br />would have been, a $228,400 contract. That would’ve resulted in MWBE utilization of 2.63% <br />($6000/$228,400). That still falls short of the required goal of 2.7%, so Midland was not able to <br />meet the requirements of the MWBE Ordinance. <br /> <br />Slatile Roofing and Sheet Metal submitted a complete, responsive bid. They were able to meet <br />the MBE and WBE goals using a single vendor, JMH Roofing, who has dual certification as both <br />an MBE and WBE.
