al n r Enloe <br /> Human Resources and Economic Development Committee <br /> 010 the (Eamon Qlounrtt of tip Mtn of ftoutli �irnd: <br /> The November 25, 1991 meeting of the Human Resources and Economic Development <br /> Committee was called to order by its Chairperson Council Member Steve Luecke. <br /> Persons in attendance included included Council Members: Zakrzewski, Luecke, Duda, <br /> Coleman, Slavinskas, Niezgodski, and Puzzello; Assistant Chief Joel Wolvos, Beth <br /> Leonard,Don Porter, and Kathleen Cekanski-Farrand. <br /> The Committee heard a presentation by Beth Leonard on Bill No. 77-91 which would <br /> apropriate $2,855,000.00 from the Community Development Block Grant Fund and also <br /> on Bill No. 78-91 which would appropriate $450,000.00 of Section 108 funds for use in <br /> the West Washington-Chapen development area. She noted that her department will be <br /> back in February of 1992 with regard to the exact amount of money to be received by the <br /> federal government. <br /> Following further discussion, Council Member Slavinskas made a motion seconded by <br /> President Niezgodski that Bill No. 77-91 and 78-91 be recommended favorly to Council. <br /> The motion passed. <br /> Under miscellaneous business, the Committee then reviewed Resolution No. 91-67 which <br /> would approve an inter-local government agreement concerning the purchase of software. <br /> Assistant Chief Joel Wolvos of the South Bend Police Department noted that this is an <br /> agreement between the City of South Bend and the Housing Authority. The agreement <br /> would allow the City to enter into an agreement with the Housing Authority for the <br /> purchase of a computer mapping system for use on its NCR 900 systems cad computer <br /> system. Assistant Chief Wolvos showed a copy of a map which showed beats, census <br /> tracking, block to block information, and noted that crimes can be looked at at specific <br /> times and places through this mapping system. He noted that currently this is done <br /> manually. The total cost would be approximately $29,000.00 with $20,000.00 being <br /> allocated by the Housing Authority, $6,000.00 from Economic Development, and between <br /> $3,000.00 to $4,000.00 from the Police Department. The package includes training and <br /> programing, and would be able to add all newly annexed areas to the City. It is a stand <br /> alone system, would be managed by Police Department and is being recommended by the <br /> Chief and the City Administration. <br /> Following further discussion Council President Niezgodski made a motion seconded by <br /> council member Slavinskas that Resolution No. 91-67 be recommended favorably to <br /> Council.
