STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br /> Date: June 13, 2022 <br />Application Number: 2022-0602 <br />Property Location: 426 Lamonte Terrace <br />Architectural Style/Date/Architect or Builder: American <br />Foursqure/ 1907 <br />Property Owner: SFRC, LLC <br />Landmark or District Designation: Chapin Park Local Historic <br />District, Ordinance #9574-05 <br />Rating: Contributing <br /> <br /> <br />DESCRIPTION OF STRUCTURE/ SITE: Square two story house with has brick foundation and asphalt <br />shingle hip roof with 3 hip roof attic dormers. Dormer walls are asphalt shingles. House has clapboard wood <br />siding with corner boards and molded frieze; front 2nd story is cantilevered over 1st story. Aluminum storm <br />windows and door. Windows are 1/1 double hung with molded entablatures. Single story garage attached on <br />west façade. Small concrete entrance stoop with metal handrail. <br /> <br />ALTERATIONS: AA 2022-0310 allowed Approval for previously executed roof replacement. Removal of <br />antenna on roof. Replacement of rear man-door with new metal man-door. Replace garage door. Repair/replace <br />deteriorated wood as needed. <br /> <br />APPLICATION ITEMS: “Replace windows, repaint interior and exterior, floor coverings.” <br /> <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested retroactive approval to: <br /> <br />Replace eight windows with Jeld-Wen 2500 Vinyl replacement windows. Seven windows were already <br />vinyl replacement windows. <br /> <br />Per e-mails from the applicant: <br />“We have installed 8 Jeldwen single hung white vinyl windows (no grid) in the property at 426 Lamonte <br />Terrace. 7 of these windows were already vinyl when they were replaced. One window was the original <br />wood window. The link below contains the specifications on the windows we used. <br /> <br />https://www.jeld-wen.com/en-us/products/windows/builders-vinyl-v-2500/single-hung ” <br /> <br />The newly installed first floor window on the east side of the structure appeared to have smaller than the original <br />opening. Additional framing was installed to make the smaller replacement window fit the opening. New windows <br />should be of the same size and configuration as was previously installed. <br /> <br />Were the applicant proactively applying for this project, the replacement of the previous vinyl windows could be <br />reviewed and approved by staff. <br /> <br />The replacement of original wood windows is not consistent with the Standards and Guidelines unless those <br />windows are ‘deteriorated beyond repair.’ <br /> <br />STANDARDS AND GUIDELINES: CHAPIN PARK <br />[…] <br />III. EXISTING STRUCTURES <br />C. WINDOWS AND DOORS <br />Window and door frames are in most cases wood and vary depending upon the style of the home. Many are double-hung windows with <br />wood trim and sills. Brick structures have stone sills and brick lintels. In some cases where aluminum siding has been applied, the window <br />and door trim has been covered. About half of the structures in the district have aluminum storm windows; the other half have wood storm <br />windows.
