b) The Board shall keep an accurate account of the costs and expenses of doing such work. <br />The costs and expenses shall be recovered and collected by a suit in the name of the City or <br />by such other action or procedure as provided by law, including,but not limited to, the <br />filing of a mechanic's lien. <br />SECTION VII.
