REGULAR MEETING April 11, 2022 10 President McBride requests roll call. Clerk Dawn Jones responds with nine (9) ayes. President McBride motion carries. UNFINISHED BUSINESS Councilman Henry Davis Jr. inquires what is the system that is set up for Council members to be included. Davis stated he did send emails and participated in Zoom meetings. President Sharon McBride replies that a phone call was given by Councilmember Hamann and shared her conversation with Attorney Palmer. The message was passed from Councilmember Hamann regarding a meeting with Councilmember Davis. Requests that Councilmember Davis be inclusive to the Council and to communicate to Chair of the Committee and the President of the Council. Councilmember Davis requests clarity on filling a bill. President McBride responds that if the chair is not notified that the bill can be moved without a date. Councilmember Eli White informs that Councilmember Davis needs to take up concern with President McBride. Councilmember Davis questions system of filing for bills. Bill Palmer requests bills are given a date of second reading and giving discretion to the chair of the committee. Councilmember Davis requests clarity if council files a bill on date that is due then it is up to the president. Confirms that he agrees with that. President McBride responds bill must be assigned to correct committee. Councilmember Davis requests that system be put in place. NEW BUSINESS Councilmember Henry Davis Jr. invites council to the Charles Black Recreation Center in response to Washington High School principal being moved along with other issues. Councilmember Davis then presents hostile phone calls to his voicemail. Councilmember Davis suggests that community is victims of lead levels on the West Side of South Bend. The hill is a collection of out houses. Suggests that the statement by the mayor offering more basketball courts versus sanitation. Davis suggests that it is environmental racism and that there needs to be a discussion and a plan. Councilmember Karen White clarifies a Residential Committee for April 14th and had to reschedule for April 18th which is also conflicting with events. April 19th is the next date available and will send out an email to confirm with committee. Councilmember Lori Hamann presents the public feedback on housing at the Charles Black Recreation Center. Councilmember Canneth Lee requests for the residents to be mindful and pray for the victims of the shootings in the past week. Residents should remain mindful of how kids are getting guns and be conscious of where their children are to promote a safe summer (in the warmer months). Councilmember Hamann reminds the Council as an extension of the Childhood Abuse Prevention Resolution that there is a birth equity workshop at the Century Center on Wednesday, April 13th at 6pm. President Sharon McBride invites people on Wednesday at 5pm to the Center Branch Library to discuss the book and movie Just Mercy and talk about injustices and equality for people getting out of prison and needing assistance.
