Qhunmtttrr quirt <br /> ZONING AND VACATION COMMIITBE <br /> Ma hit alotnnum Ulounrtl of Up Qlttg of Etautll irtdl: <br /> The January 27, 1992 meeting of the Zoning and Vacation Committee was called to order <br /> by its Chairperson Council Member Lee Slavinskas at 3:45 p.m. in the Council Informal <br /> Meeting Room. <br /> Persons in attendance included Zakrzewski, Duda Coleman, Luecke, Washington, Kelly, <br /> Puzzello, Slavinskas and Ladewski; Jenny Pius Manier, John Byorni, Chris Vanderbach, <br /> Ron Farrand, Richard Hill, Tom Bullock, Betsy Harriman, and Kathleen Cekanski- <br /> Farrand. <br /> Council Member Slavinskas noted that he has received a letter from the petitioner <br /> requesting that Bill No. 3-92 be continued until-the-February 10, 1992 meeting of the <br /> Common Council. <br /> The Committee then reviewed Bill No. 79-91 which is requesting a vacation of public <br /> property in the first district. Chris Vanderbach noted that there is a compromised plan <br /> which the neighborhood supports. Council Member Luecke, the District Councilman for <br /> the area noted that there is a general consensus for the proposed closing of the the <br /> designated ally. Mr. Tom Bullock spoke in favor of the compromise stating that he <br /> believes that it would increase safety in the area. In light of the compromised plan, the Bill <br /> will be continued and sent back to the Board of Public Works for further review and <br /> recommendation, and remain pending in the Zoning and Vacation Committee for further <br /> review and recommendation. <br /> The Committee then reviewed Bill No. 13-92 which is a Bill to transfer park property to the <br /> South Bend Community School Corporation. Council Member Slavinskas noted that this <br /> item would be taken under miscellaneous business. Mr. Karl Stevens showed a "schematic <br /> site plan" as to how the 3/4 acre would be developed if transferred to the school <br /> corporation. It was noted that the sledding hill would be relocated, that the existing tennis <br /> courts would be improved, and that approximately $30,000.00 worth of playground <br /> equipment would be installed. <br /> Mr. Richard Hill, Bond Counsel, noted that Fall of 1993 is the projected completion date. <br /> The Bond sale date by the School Corporation is projected to be February 11, 1992 with <br /> closing on the bonds to take place on February 27, 1992. Construction is scheduled to <br /> begin the first week of March. <br /> In response to questions raised by Council Member Puzzello, Ron Farrand noted that <br /> fencing will be installed to control vehicular traffic and there would be access through gates <br /> for pedestrians. He noted that Navarre School would be an example of the type of gates <br /> proposed. In response to her urging of a neighborhood meeting, Mr. Farrand noted that <br /> the School Corporation would cooperate in holding such a meeting. <br /> Council Member Coleman noted that there have been ongoing discussion on this project. <br /> Council President Luecke voiced concern over the perception of having a suspension of <br /> rules this evening in light of the Riley and Studebaker matters. Council Member <br /> Slavinskas also voiced concern and stated that the public should have the opportunity to <br /> have input. <br /> Following further discussion Council Member Coleman made a motion seconded by <br /> Council Member Puzzello that Bill No. 13-92 be recommended favorably to Council. <br />
