RESIDENTIAL NEIGHBORHOOD COMMITTEE <br /> March 2, 1992 <br /> Page 2 <br /> Barbara Gatto noted that there has been good and ongoing communication with the Police <br /> Department and Chief Marciniak. Chief Marciniak noted that the area needs a lot of <br /> attention. Ms. Gatto also noted that the Code Enforcement Hearing Officer needs to back <br /> up the Department of Code enforcement. <br /> Council President Luecke agreed to initiate contact with HDC. It was noted that <br /> approximately$36,000.00 is in the revolving loan fund which also receives approximately <br /> $3,000.00 to $4,000.00 per month on repayment of the loans. <br /> Council President Luecke also agreed to review tax credits for home improvements. <br /> Council Member Coleman noted that trying to maintain the residential values is a positive <br /> goal for the area. He noted that money is needed for all the proposals at many different <br /> levels. He suggested approaching title companies for assistance. He also noted that the <br /> area provides affordable housing stock in an urban setting, but cautioned that there is a cap <br /> or limitation on most expectations. <br /> Mr. Fritz summarized by stating that the area needs to be improved as a whole. He <br /> believes that the area will not remain stable and will only continue to deteriorate unless a <br /> balance is restored. Barbara Gatto noted that a decision is to be made by 1994 whether <br /> Muessel Elementary School will remain in the area. She stressed the need for that school to <br /> remain a viable entity to the neighborhood. <br /> Mr. Caldwell stated that the area is actually better than many of the misconceptions held by <br /> many individuals, but that an ongoing partnership of the neighborhood and the City must <br /> continue. <br /> Council Member Duda thanked Mr. Fritz and Ms. Gatto for their input.
