INFORMAL MEETING OF THE COMMON COUNCIL February 20, 1992 ` Page 2 a deficit budget. In 1991 the budget broke even but there were no trucks purchased. It was stressed that such programs as the "Pick Me Up Program," and the various services offered through code enforcement are special services which the City provides currently and which privates do not provide. Mayor Kernan also noted that extra services such as clean up at fires ,etc.must all be carefully considered when making a decision in this area. The Council then continued discussion on curb side vs. backdoor collection, collection fee options to encourage waste reduction, City-wide collection of yard waste, disposal of yard waste in landfill, City-wide extra pick up service, long-term landfill contract, subsidize solid waste management costs, City-wide collection of recyclables, support area waste reductions efforts, do not pursue mass burn facility, and support county-wide resource recovery facility, (all of the topics discussed in the Pavoni report).
