Upon written request of any <br />councilman, Committee shall render an advisory opinion within <br />thirty (30) days after receipt of the request on any question <br />relating to possible conflicts of interest and misconduct affecting <br />the councilman's official function. A majority of the members of <br />committee shall concur in the opinion to be rendered. COMMITTEE OF THE WHOLE COUNCIL; COMPOSITION: <br />PROCEDURE; POWERS AND DUTIES <br />(a) A committee of the whole of the Common Council <br />shall be formed at the first organizational meeting after their <br />election and at each annual reorganizational meeting thereafter, <br />by the members choosing by majority vote of all Councilmen and <br />from their number, a chairman of such committee, which chairman shall <br />serve for a one-year term. He shall preside at all meetings of <br />such committee and in his absence, any member may, upon motion, <br />be called to the chair. <br />(b) All ard4:manees- bills, resolutions and matters <br />committed to such committee of the whole Council may be read <br />throughout by the Clerk and then again read and debated by sections. <br />The Clerk shall enter upon a separate paper all changes or amend- <br />ments agreed upon by the committee, and reports of proceedings of <br />such committees signed by the chairman shall be made to the Council. <br />After report, the erdinanees- bills shall again. be subject to <br />be debated and amended. <br />(c)_ The rules of proceedings in the Council shall be <br />observed (as well as parliamentary law) in such committee of <br />the whole Council, so far as the same may be applicable, except <br />the rule limiting the time of speaking, but no member shall speak <br />more than twice on any question until every member choosing to <br />speak shall have spoken.
