Individuals <br /> trying to make left turns and the combination of that with <br /> the railroad crossing at Ironwood being blocked, have <br /> impacted the intersection. He noted that the lights are <br /> timed for thirty (30) miles per hour. He stated that the <br /> consultants have recommended that the State would allow five <br /> (5) eleven (11) foot lanes as opposed to the five (5) twelve <br /> (12) foot lanes originaly proposed. The consultants also <br /> recommended three phase signals or delayed signals. The <br /> warrants for this type of signalization and laneage have <br /> been met. <br /> Residents voiced concern with regard to increased traffic <br /> and speeding an that they wanted to maintain a boulevard <br /> affect as much as possible. <br /> Mr. Kerrigan questioned whether no turn on red signs could <br /> be posted. Mr. Leszczynski stated that this could be done in <br /> all four (4) directions, however it could begin an <br /> enforcement problem. After discussion, it was agreed that <br /> three phase signals and the no turn on red signs would be <br /> installed for a forty-five (45) day period and would be <br /> monitored. <br /> Council Member Soderberg suggested that much of the problems <br /> are buses utilizing the intersection who go to Adams High <br /> School and Jefferson Grade School. He stated that he would <br /> check with South Bend School Corporation to see if <br /> alternative routes could be used. <br /> Mr. Horka suggested that perhaps one-way streets should be <br /> considered. <br /> Mr. Leszczynski stated that the federal monies used for the <br /> project have specific conditions with regard to the <br /> standards which must be met for curbs and lanes. He noted <br /> that the funds are all part of the Federal Transportation <br /> Act which Congress will be addressing later this year. He <br /> stated that he would be willing to address a compromise <br /> position and has discussed this with the Mayor. <br /> Mr. Colip stated that truck traffic is becoming an <br /> increasing problem. Council Member Puzzello suggested that <br /> the name of the company truck should be called into Code <br /> Enforcement, who will then send a letter to the company. <br /> Following further discussion and questioning, Council Member <br /> Duda summarized the current recommendations, namely: that a <br /> three phase light would be installed within approximately <br />
