atrittmtttrr &port PERSONNEL AND FINANCE COMMITTEE an the Mammon Qiounrit of the Qtt of*matI rnh: The March 25, 1991 meeting of the Personnel and Finance Committee meeting was called to order by its Chairperson, Council Member Ann Puzzello at 5:00 p.m. in the Council Informal Meeting Room. Persons in attendance included Council Members Zakrzewski, Niezgodski, Duda, Coleman, Luecke, Slavinskas, Puzzello, Ladewski, and Soderberg; Mayor Kernan, Jon Hunt, James Kronk, Richard Nussbaum, Cynthia Love-Bush, members of the news media, and Kathleen Cekanski-Farrand. Council Member Puzzello noted that the first item on the agenda was to review Bill No. 14-91 which would appropriate $37,350.00 from the U.S. Equal Employment Opportunity Commission for the purpose of defraying the expenses of the South Bend Human Rights Commission for the year beginning October 1, 1990 and ending September 30, 1991. Cynthia Love-Bush, the Executive Director of the Human Rights Commission, briefly explained the Ordinance. She noted that the Commission processes cases dealing with race, sex, and religious discrimination with regard to employment matters. She noted that handicapped concerns are not addressed, however in light of the new Federal law entitled the "American Disabilities Act" which will take effect next January, that changes will be made in that area. In response to a question raised by Council Member Slavinskas, it was noted that monies are based on the number of cases processed, with the Commission reviewing a mid-year report. Mr. Hunt noted that the case number is at its lowest level with regard to backlog in quite a period of time. It was noted that there are currently 291 current cases, with 116 having been filed in 1990. Cynthia Love-Bush briefly explained the process when a claim is filed, and noted that a report is filed each month with regard to the number of cases closed. Following further discussion, Council Member Luecke made a motion seconded by Council Member Coleman, that Bill No. 14- 91 be recommended favorably to Council. The motion passed. Council Member Puzzello then recommended that the Committee hear Resolution No. 91-22 under Miscellaneous Matters.
