3 <br /> Councel Member Ladewski asked questions with regard to the <br /> salary increases and was advised that the salary increases <br /> were the result of negotiations worked out between the fire <br /> department, the police department, and the Teamsters Union. <br /> Following a short recess the committee then reviewed Bill <br /> No. 57-91, which would implement new budgetary procedures <br /> for the annual civil city budget. Katie Humphrey stated <br /> that this would replace the long forms the personnel history <br /> and would provide more information to the City Council when <br /> reviewing bugetary information. She noted that there is a <br /> program error in all of the percentages and that they are <br /> printed inaccurately. She also noted that the 399 accounts <br /> no longer exist and that specific detail is now provided. <br /> It was suggested that information provided to the Council in <br /> the past with regard to personnel again be provided this <br /> year by each department head. It was noted that the <br /> creation of any new positions would require Council <br /> approval. She noted that to change dollars from one <br /> classification to another would need Common Council <br /> approval. <br /> She further noted that there would be quality reports which <br /> would improve graphs on an ongoing basis. The monthly <br /> controllers report would also be provided to the Council in <br /> addition to the other information addressed in the <br /> Ordinance. Council Member Puzzello suggested that the four <br /> types of accounts be highlighted in a better condition than <br /> they currently are. John Leisenring stated that any member <br /> of the Council may come up for training on a terminal and <br /> that hopefully in the near future a terminal will be <br /> available in the Council office. Council Member Ladewski <br /> questioned whether computer paper was being recycled and was <br /> advised that it is currently. <br /> With regard to the tweny-seventh pay, it was noted that a <br /> one week paycheck would be issued on 12/31/91 and a one week <br /> paycheck would be issued 1/6/92. <br /> Discussion then took place on the use of "Manning Tables" in <br /> the Ordinance with concern being voiced by Council Member <br /> Puzzello and Council Member Luecke. Council Member Luecke <br /> suggested that the term be changed to "Staffing Table". <br /> Following further discussion, Council Member Luecke made a <br /> motion seconded by Council President Niezgodski that Bill <br /> No. 57-91 as amended be recommended favorably to Council. <br /> The motion passed. <br />
